"V r/ jzo The City Planner has completed a review of your application for CD 2020-0003, located at 7447 Batiquitos Drive, which is a modification to SDP 86-02(B), a request for maintenance and associated improvements to the existing golf course. After careful consideration of the request, the City Planner has determined that the request meets all of the findings below and APPROVES this request. The proposed modifications include: • Irrigation; o Maintain existing mainline and lateral piping o Replacement of existing heads and valves o Upgrade computer controller system for more efficient operation • Landscaping; o Replacement of existing turf grasses o Golf course maintenance and vegetation upkeep. In order for a Discretionary Permit Consistency Determination to be approved, all af the fa/lawing findings must be made: 1) Na project condition, feature, facility or amenity is changed or deleted that had been considered essential to the project's design, quality, safety or function in that the project proposes to maintain and enhance existing planting areas and replace turf on the existing golf course. 2) The request represents an upgrade in overall design features and or materials and improves upon the project's compatibility with the surrounding neighborhood in that the improvements include enhancement of existing planting areas and replacement of existing irrigation and turf material to maintain and have the golf course operate properly. 3} The proposed revision does not change the density or boundary of the subject property in that the subject project is an existing golf course and there are no changes to the existing boundaries 4} The proposed revision does not involve the addition of a new land use not shown on the original permit in that the proposed work maintains the existing golf course use. Community Development Department Planning Division I 1635 Faraday Avenue Carlsbad, CA 92008-7314 I 760-602-4600 I 760-602-8560 f I www.carlsbadca.gov CD 2020-0003 (DEV89028)-PARK HYATT AVIARA GOLF COURSE August 24, 2020 Pa e 2 5) The proposed revision does not rearrange the major land uses within the development. 6} The proposed revision does not create changes of greater than ten percent provided that compliance will be maintained with the applicable development standards of the Carlsbad Municipal Code in that the modifications are not greater than ten percent of the original approval and comply with all applicable development standards. 7) The proposed change will not result in any significant environmental impact, and/or require additional mitigation in that the project's renovations are isolated to areas that are already developed. No sensitive habitat areas will be directly or indirectly affected by the proposed project. BJ The proposed change would not result in any health, safety or welfare impacts in that the project site shall remain and function as originally approved and intended. 9) There were not any major issues or controversies associated with the original project which would be exacerbated with the proposed change in that there were no major controversies related to the project site. 10} The proposed change would not be readily discernable to the decision makers as being substantially different from the project as originally approved in that the renovations will not be substantially different from the original approval. Therefore, the City Planner has determined that the application qualifies for a consistency determination with the approved permit and approves the changes to the project based on Planning Division Administrative Policy No. 35.
