The Planning Division has reviewed your Conditional Use Permit, Special Use Permit-El Camino Real Scenic Corridor and Variance, application no's CUP 2018-0014/SUP 2018-0009/V 2018-0007, as to its completeness for processing. The application is incomplete, as submitted. Attached are two lists. The first list is information which must be submitted to complete your application. The second list is project issues of concern to staff. In order to expedite the processing of your application, the "incomplete" items and your response to the project issues of concern to staff must be submitted directly to your staff planner. As part of your re- submittal package, please prepare and include with your re-submittal: (1) a copy of these lists, (2) a detailed letter summarizing how all identified incomplete items and/or project issues have been addressed; and (3) two (2) sets of revised plans. No processing of your application can occur until the application is determined to be complete. When all required materials are submitted, the city has 30 days to make a determination of completeness. If the application is determined to be complete, processing for a decision on the application will be initiated. In addition, please note that you have six months from the date the application was initially filed, July 23, 2018, to either resubmit the application or submit the required information. Failure to resubmit the application or to submit the materials necessary to determine your application complete shall be deemed to constitute withdrawal of the application. If an application is withdrawn or deemed withdrawn, a new application must be submitted. Label property line and all setback dimensions. 2. Indicate top and bottom elevations for all fences, walls and retaining walls. 3. Clearly show parking stall and aisle dimensions for all parking areas, and label and depict EV charging station. 4. The environmental document for the project must complete the required 30-day public review and comment period. 5. See redline comments. Engineering: 6. Provide a completed city's Stormwater Standard Questionnaire, E-34 Form. Currently, it is unknown if your project is subject to the "Standard" Project requirements or "Priority Development Project" requirements. If this project qualifies as a "Standard" project, provide a completed city's Standard Project Requirement Checklist, E-36 Form. If this project qualifies as a "Priority Development Project", then provide a preliminary Storm Water Quality Management Plan per the city's SWQMP template, E-35 Form. All city forms are available on the city's website. 7. Based on the conceptual grading plans, it is unclear how drainage is being directed to the proposed tree wells. Also, it is unclear where the tree wells are being proposed. Provide callouts on the conceptual grading plans and spot elevations showing how the drainage is being directed to the tree wells. 8. Provide on the conceptual grading plan, the proposed pad elevation of the building. 9. Provide on the title sheet, the proposed earthwork quantities of cut, fill, import, export, and remedial in cubic yards. 10. Show and label the existing size of the water meter and water service lateral on the conceptual grading plans. 11. Provide the top of wall and bottom of wall elevations for all proposed retaining wall on the conceptual grading plan. 12. The skewed driveway approach proposed on El Camino Real is not supported by staff and shall be removed from the plans. 13. The proposed driveway approaches for fire truck access must be ADA compliant for pedestrians and shall be demonstrated on the conceptual grading plans. Provide correspondence from North County Transit District (NCTD) on the proposed relocation of the bus stop and non-objection to the relocation. 15. Show on the conceptual grading plan the drainage detail for the retaining wall per the geotechnical report. It appears some of the facility will be on the adjacent private property. 16. Show the limits of off-site grading for the removal and proposed retaining wall. Provide off-site letter of permission for grading from the property owners or a temporary construction easement. 17. It is unclear where some of the existing utilities are being re-located to. Show and label on the conceptual grading plans the proposed relocation of the utilities. 18. Provide a cross-section detail of the proposed brick pave rs on the conceptual grading plan. It is unclear whether this is being considered as impervious or pervious surface. If this is considered as pervious surface, please see geotechnical recommendation section 10.10. 19. Show and label on the conceptual grading plan the limits of grind and overlay. 20. Provide on the conceptual grading plans, the distance from the property line to the centerline of Arena I Road and El Camino Real. Also, provide the distance from property line to curb face. 21. Provide on the conceptual grading plans, the Assessor's Parcel Number (APN) and/or short legal description of all adjacent properties. 22. Provide on the title sheet, a breakdown of the proposed and existing impervious areas including impervious areas to be removed and replaced. 23. Address all comments on the redline plans and return with the re-submittal to facilitate the next review. Public Works -Traffic: 24. See redline comments. ISSUES OF CONCERN Planning: 25. Include on all sheets the application numbers in the upper right corner (CUP 2018-0014/SUP 2018- 0009/V 2018-0007. Engineering: None Public Works -Traffic: None
