HomeMy WebLinkAboutEA 2017-0004; INTERSECTION IMPROVEMENTS AT ECR AND COLLEGE BOULEVARD; Admin Decision LetterMemorandum July 17, 2017 To: From: Brandon Miles, Assistant Engineer ~ Pam Drew, Associate Planner --t·O II.A _ Dave de Cordova, Principal Planner ~ {cicyof Carlsbad Via Re: EA 2017-0004 (PUB17Y-0023} -INTERSECTION IMPROVEMENTS AT ECR AND COLLEGE BOULEVARD Thank you for submitting an Early Assessment to improve the northwest corner of El Camino Real (ECR) and College Boulevard by 1) removing the refuge pedestrian island; 2) widening southbound ECR to provide an additional through lane and dedicated right turn lane to westbound College Boulevard; 3) relocating and modifying the traffic signal; and 4) restriping the bicycle lane. In response to your application, the Planning Division has prepared this comment letter. Please note that the purpose of an Early Assessment is to provide you with direction and comments on the overall concept of your project. This Early Assessment does not represent an in-depth analysis of your project. It is intended to give you feedback on critical issues based upon the information provided in your submittal. This review is based upon the plans, policies, and standards in effect as of the date of this review. Please be aware that at the time of a formal application submittal, new plans, policies, and standards may be in effect and additional issues of concern may be raised through a more specific and detailed review. Planning: General 1. The project is located in the Mello II Segment of the Local Coastal Program and may require a Coastal Development Permit (CDP) and/or other city issued permits. However, without any project plans to review I am unable to make this determination. Please submit project plans for my review and determination. 2. The project may be exempt from the California Environmental Quality Act (CEQA) per State CEQA Guidelines Section 1530l{c) -Minor alteration of existing facilities, including streets, sidewalks, gutters, bicycle and pedestrian trails involving negligible or no expansion. I will make a CEQA determination once I review the plans.
