It is Intended to give you feedback on critical issues based upon the information provided m voursubmittal. This review is based upon the plans, policies, and standards In effect as of the date of this review. Please be aware that at the time of a formal appllcataon submlttal. new plans, poliaes. and standards mav be In effect and additional Issues of concern mav be raised through a more specific and detailed review. Planning: General 1 General Plan and zoning designations for the property are as follows a General Plan R-4, 0-4 units/ac Growth Management Control Point of 3 2 units/ac, b Zoning One-Family Residential (R-1), and c La Costa Master Plan, MP 149(R) 2 The project requires the following permits a Minor Subdivision (MS) Per Chapter 20 of the Carlsbad Municipal Code (CMC), a MS is required for the subdivision of land into four or fewer parcels 3 The project site is located within the La Costa Master Plan, MP 149(R) The Master Plan defers to the ClMC, specifically the Zoning Ordinance (Title 21), for the development of the subject site 4 ' Approximately 1 9 acres of the 3 9-acre lot is designated and zoned as Open Space under the City's General Plan and Zoning Map The minor subdivision is required to allow recordation of a conversation easement over the Open Space lot that would be managed by a qualified conservation entity in perpetuity Community & Economic Development Planning Division 1 1635 Faraday Avenue Carlsbad, CA 92008-7314 ] 760-602-4600 | 760-602-8560 f | www carlsbadca gov PRE 2018-0010 (DEV2018-0059) - EL FUERTE VIEW May 14, 2018 Paee 2 '_B , b I. 5 Although construction of a single-family residence on a lot is exempt from requiring a Hillside Development Permit, this project will need to meet all of the standards and guidelines of CMC Section 21 95 140 While insufficient information has been provided the following development standards apply pursuant to CMC Sertion 21 95 6 Please submit a grading plan which includes topographical contours to assist staff with the review of the grading and building plans Per CMC Section 21 95 130, the grading plan will also need to include a slope analysis and slope profiles on a constraints map to determine how the Hillside Development Standards apply 7 At submittal of the Minor Subdivision application this project will need to include a Biological Technical Report (BTR) prepared by a qualified biologist in accordance with the specific requirements of CMC Chapter 21 210, the Habitat Management Plan for Natural Communities in the City of Carlsbad (a k a the Habitat Management Plan (HMP)) The BTR is a critical document that will need to describe the current condition and extent of biological resources on the site, potential project impacts, and any recommended mitigation Please be advised if the BTR identifies fauna or flora onsite that is protected by the HMP, then the project would require a Habitat Management Plan Permit to be approved by the City Planner For guidelines on the required contents of the BTR, please also reference the "Guidelines for Biological Studies," which can be obtained at the Planning Division's front counter or referenced online at http7/www carlsbadca eov/civicax/fiiebank/blobdioad aspx?BloblD=24331 8 Landscape construction drawings are required if the project includes 500 square feet or greater of new landscaping The landscape requirements are detailed in the City's Landscape Manual available online at http //www carlsbadca gov/civicax/filebank/blobdioad aspx"^BloblD=24086 All necessary application forms, submittal requirements, and fee information are available at the Planning counter located in the Faraday Building at 1635 Faraday Avenue or online at http //vAiww carlsbadca gov/services/dents/planning/default asp You may also access the General Plan Land Use Element and the Zoning Ordinance online at the website address shown, select Department Listing, select Planning Home Page Please review all information carefully before submitting < Land Development Engineenne: 1 A grading permit will be required Submit an application for grading plan check Building permits will not be issued until the grading is complete and pad are certified 2 Complete a Stormwater Standards Questionnaire This questionnaire will guide you and the City in determining what type of reports and storm water mitigation must be completed to satisfy, state and City storm water quality requirements The questionnaire can be printed from the following website link http7/www carlsbadca gov/civicax/filebank/blobdioad aspx?BloblD=22711 If the project is defined as a Pnority Development Project (PDP), a Storm Water Quality Management Plan (SWQMP) shall be submitted with your application for a grading permit If PRE 2018-0010 (DEV2018-0059) -
