Preliminary Review & Design Input
City Contact & Research
We started this project with a preliminary meeting with Don Neu,
Planning director of the City of Carlsbad and one other senior planner
over a year ago regarding this property and the potential of
developing or expanding the residence. Since this property did meet
with standard zoning requirements and also since the property was
decreasedd'.le to Cal Trans it might be subject to one of the lew
variances.in the city. At that time we didn't have a firm grasp of what
to design except for a garage expansion of the existing garage. Very
concerned for what was modified and no clear record ol the Cal
Trans property change as it relates to as-built conditions, we obtained
a survey from a licensed surveyor to best illustrate the as-bum
conditions accurately so that you can see exactly what we are dealing
with. Cal Trans has taken a portion of the property for the expansion
of the South Bound side of the 5 Freeway that has affected the
overall cond;tions and made it very hard to determine what the site
development conditions really need to be. Please review the plans
and a copy of the survey that was done and gives us your input on
the proposed design considerations enclosed. This is a very
preliminary design subject to your t;nal input.
As-builts & Stte survey
Due to the fact the Cal Trans and the neighbors do not have a clear
understandings of the as-built conditions we have elected to have a
professional surveyor Spear & Associates research the existing legal
documents, plot the easement for SDGE and all site conditions
pertinent to the new design considerations so that we know what the
exact locations are. Please not the existing setback conditions and
our setback lines to design from. See attached "Existing Constraints
Plan"
Design Considerations
We have tried to design with the neighbor and provide a design that
would enhance the neighborhood, increase property values and not
affect their possible concerns. The addition would also be a buffer the
noise and dust that comes from the freeway for the neighborhood.
We have tried to insure the neighbor's privacy and not have any
window overlook the neighbor's areas. We have tried to give as much
setback in the front of 12' or more to give us more front landscape
area. We Have designed the new upstairs 2nd dwelling unit to the
acoustical needs per code and mitigate the sound as required per
code lor a 2nd dwelling unit. We didn't locate any windows toward the
freeway. We would like to point out that we would have visually
connected the two buildings but there is an easement that cuts the
property in half with a power pole and guy wire and support pole.
Since we started the process San Diego Gas & Electric have come
out and removed the guy wired and support from the property. We
have decided to take down the entire existing garage since it was
less than 5' from the easterly property line towards the freeway. We
now have the garage and 2nd dwelling unit 8' from the Cal Tans 6'
Masonry waiL We also move the garage north so that we are now 12'
on the southerly property towards our neighbors. By moving the
garage parallel to the freeway we now have over 20' from the left side
of the garage to the face of curb and over 28' on the right side of the
garage to the lace of curb. We have also added an eyebrow roof
between the first floor and the second floor to break the height
visually to make it feel lower. We have added window & door trim to
match the new construction to make it look like it all has been done
together. We have also added a set of French door and pass thru
window from the kitchen to help support the patio on the opposite
side from the freeway so that they can have a place for recreation
uses.

Remove and rebuilding the existing garage to satisfy setback issues, add small kitchen addition
to the existing residence, 2nd dwelling unit over the new garage with a roof deck. Upgrade
the existing residence to match the new addition. Expand the garage addition to 3 cars and
inside stairs to the new 2nd dwelling unit
No new irrigation or planting over 500 sq.ft. is proposed for this project. Actually due to a larger
driveway and larger garage it will be less than what is there now.
