Socioeconanics An oft heard concern in many communi ties is the percei ved (or real) impact of multi-family housing (especially apartments) being constructed in areas that are predominately single-family in nature. This question was raised during hearings for the Parcel E project in the northern (Hosp) area of the Ci ty. In order to respond to this concern RBR & Associates will prepare a swmmary of the existing and planning housing mix in the city of Carlsbad. This summary will be structured around definable subregions wi thin the Ci ty and wi 11 be based on existing census, SANDAG annd City data. CUrrent aerial photography and a wind- shield survey will be used, as appropriate, to fill holes in the data base. Since the Environmental Qual i ty Act Guidel ines (Section 15131) specifically preclude social or economic factors from being treated as "impacts," it is anticipated that this section of the EIR will be primari ly informational in nature. L. Omllati VIe Impacts The primary project being assessed by this Environmental Impact Report will be that submi tted for Parcel E. However, development of Parcels F and D, when taken in conjunction with Parcel E, will potentially have cumulati vely signifi- cant impacts. It is within this section of the EIR, then, that the primary addressment of development in Parcels F and D will be discussed. For the purposes of this analysis, a maxmium buildout under the allowed Master plan densities will be assumed. The cumulative impacts section provides a logical framework under which to address such issues as traffic circulation, public services, visual aesthetics in the sense of the entirety of the remainder of HOSp Grove, d-rainage, and land use. It is anticipated that each topical area will be a:::ldressed as a separate paragraph with as specific a level of detail as possible provided. It is this section that will pro'vide the "program" nature of the EIR as it relates to the buildout of Parcels D and F under the existing Master plan. M. A11:ematives As previously indicated this will constitute a major section of the Environ- mental Impact Report and wi 11 form the basis of the "program" nature of the EIR. In accordance with the City's request, a number of alternatives will be addressed, in a:::ldition to those necessary to mitigate specific impacts identi- fied during the course of the environmental review of the Parcel E proposal. Specifically: 1. Parcel E site specific alternative. It is anticipated that site specific al ternati ves may be identified for various aspects of the proposed developnent on Parcel E. SUch concerns as the import of soil for grading and the lack of enclosed garages may necessitate specific alternatives to those limited areas of imapct. 2.
