WHEREAS, the City of Carlsbad has no Police Department
up to the present time, ar,d
RHEXEAS, Chester Troan of Oceanside has generously
offered his services free of charge for tb peyiod of one year to
assist in the setting up and training of a Tolice Department in the
City or" Carlsbad, an2 has further offered the me of his identifica-
ticn labomtory and fgcilities free of charge, and
WEEREAS, the City Couxcil of the City of Carlsbad wtshes
to express to Xr. Troan its appreciation and gratitude for his kind
offer; now
TEEREFOFBY BE IT R3:SOLVD that the City Council of the
City of Carlsbad express to Mr. Chester Troan its Binoere thanks and
appreciation for his kind offer of assistance in .3;b organization of
ths Carlsbad Police Department,
Passed and adopted this 12th day of august, 1952, by the
following vote:
Ayes: Councilmen Sutton, Grober, Ede, Castorena,
Nays : one ,
Absent: Mayor LleClellan.
