STATUTES OF 1946 (1ST Bo S.)
I€TEREp$S, the State of California, under Chapter 20, Statutes
of 1946 (Flrst Extra Session), as mended, has appropriated funds
for allotment to provtde for f;tnsncial assfstanas to local Agenoiea,
defined therein as oovuahies, cities and counties or clkies, so
that they may engage 5n a large public works construction program
in order to prevent and allev'€ate unemployment; and
WHEREAS, the City of Carlsbad, hereinafter desteated
"Local Agencym desires to apply for an allotment of State aid fop
the constructton of a publzc works project under said Act; and .
WEIMWiS, an applgcation to the State DPrector of Fzrzance
for such an allotment has been prepared and presented to th%s
LegZslativs Body for cOnSid8ratfOn; and
lwIEREBS, Local Agency has made provssions or will make
available upon the approval of said applicatson, funds for pasng
that portion of the cost of the ppojeot not requested as an allot-
ment from the State;
NOW, TIEIEFEZQHE: SE IT RESOLVED, that Local Agency does hereby
submtt the aforesatd application for State a$d for construction of
a public works project, to-wit, the Carlsbad Sewage Treatment Plant
and Outfall Sewer, to the Director of finance, requesting an
allotment of Fifty-six Thousand Mve Hbndred NineZg-six (#56,596.00)
Dollars, or an allotment; of such amount as may be determined by
the State Allocation Board;

the State to pay the Staters share of the total actual cost of con-

BE IT RJRTHER REXKlEVED, that for the purpose of this request,
Byrl Do Phelps, Civtl Engineer, 434 Land Title Bullding, San Diego,
California, be and hereby is, designated as the autibcized agent of
Local Agency, and is hereby authorized and directed to sign the
herein mentioned applPcation of Local Agency and to submit the same
to the State Director of Finance, together with a certlfled statement
of the total estimated cost to be pald for construction of the pro-
ject herein mentzoned and such other information as may be required,
and said authorltzed agent is further authorized and directed, as
representattve of Local Agency to conduct ail negotiatfons and
conclude all arrangements with either the State Allocation Board or
the Dtrector of Finance, fncluding requests for payment of the Statets
share of the cost of the construction of the aforementioned pub1Sc
works project
Passed, approved, and adopted by the City CouncSIl of the City
of Carlsbad on this 6th day of April, 1954 by the following vote: -
AYES: Counoilmen Chase, Castorena, Ede, Mayor McClellan,
ABSENT: Councilman Sutton .
