&JJTHORIZlNG THE FILING OF &V APPLXClkTION FY4R PUNS REIMBbT-T UNDER CHAPTER 47, STATU-S 1944 (4th E.S.)
WBEmAS, the State of California, under Chapter 47,
Statutes of 1944 (4th Extra Sess€on) 8s amended, has appropriated
funds for allotment by the Director of F$,nancs to provide financSal
ass€stance to Local Agencies, defined hereln as Counties, CLties,
or Cities and Counties, for the purpose of defraytng not to

eng€neering or srchltectural destjps and worhring and detailed
drawtags and opeo%ficat$.ons (heresnafter called "plana") required
for post-war public works projects described as "specSfic projectsn
in said Act, and
W€iERE3iS, the City of Carlsbad, herelnaftsr desfgnated
as.%ocal Agencym desfr'es to apply to the Director of FSnance and/or
the State Allocation Board, as the case may be, for an allotment
of the Statets share of the estimated cost of preparing the
completed plans hereinafter mentfoned, and there has been prepared

and presented to th€s LegZslative Body for consideration an
application for such purpose; and
W'HEBAS, Looal Agency has provlbed, or will make available
upon approval of' the afore-mentioned applicatfon, SUP flcient funds
to prepare the completed plans herein mentioned;
HOW THEREZUREZ, BB IT RESOLVED, that the Local Agency does
hereby subm3t the aforesaid application to the mrector of FZnance
and/or the State Allocation Board, a8 the case may be, reqtaesting
allotment of Thlrty-Five Bmdred and no/100 ($3,500.00) Dollars
being not more khan one-half the cost of prepartng sasd oompleted
plans, or for such amount as may be approved by the Pf3jrector of
Finance and/or the State Allocation Board, (said allotment to
be used for the purpose of defraying the cost of' prepartng said
completed plans Pequired) for a specific project to be undertaken
by Local Agency and described as Carlsbad Sewage Treatment Plant
and Outfall Sewer.
I33 IT FURTHER RES€?LvED, that the estfmated cost of
preparing such plans is Seven Thousand and no/100 ($7,000.00)
Dollars and that the Local Agency has made provisSon for psying
me-half or more of the coat of preparing such plans;
BE IT FURTHER REXSOLVED, that for the purpose of thfs
appllcation, Byrl D. Phelps, Civ€l Fbgineer, 434 Land Title
Building, San Diego, Californ%a, is hereby designated as the
authorized agent of' Local Agenog and is hereby authorized and
directed to sign the above-mentioned appltcation on behalf of
the Local Agency and to submit the sane to the Director of Ftnance
and/or State Allocation Board, together with a certified statement
of the est€mated cost of prepartng such plans and such other informa-
%€on as may be requzred; and said authorized agent is Further
authorized and directed, as the representative of Local Agency
to conduct all negotiations and conclude all "ngements, includ-
ing submtsslon to the mrector of Finance of applicattons for
retmbursement which may be necessary to secure reimbursement for
the Staters share of the expenditures made fn preparing said
completed plana.
Passed, approved, and adopted by the Clty Council of
the City of Carlsbad on thSs 18th day of &rch 1954 by the
following vote :
AYES: Councilmen Chase, Castorena, Ede, Mayor KcClelLan.
NAYS: Norre
1, EWUD G. I-L$GXN , C%ty Clerk of the City of Carlsbad,
State of Californta, do hereby certify the foregoing to be a true
and correct copy of a Resolution adopted by the Cfty Council of'
the City of Carlsbad, at a meeting held on the 6th day of
April , 1954 as the same appears of record ;fn my office.
