R. 412, NOW PEND- ING IN CONGRFSS, WHEREAS, increasing population, industrial growth and economic well-being of the City of Carlsbad in particul.ar and the soutnern coastal plain in general depends upon California's rightful share of Colorado Kiver water, and WHEREAS, this source of water, both in quantity and quality, is seriously threatened by Upper Colorado River Basin projects as proposed in S. 500 and H, R. 270 and the Frying Pan-&!rkansas project as proposed in S. 300 and H.,R. 412, now pending in Congress, and WHERXAS, the aforementioned projects vould inflict on all tax- payers in this City and County and the Nation an unjustifiable burden of more than four billion dollars, and WHERZAS, these political pumppriming schemes if authorized would furnish water to grow more surplus crops already heavily subsidized by the taxpayers, and WHEREAS, the Colorado River Board of' Califoraia, official state agency charge6 with the responsibility of safeguarding Caljfornia's ex- isting contracts for Colorado River water, has gone on record strongly opposing these measures. NOd, THEiFEFORE, BE IT WSOLVED, thz+ the City Council of the City of Carlshad reqpzatfully requests the representatives of the State of California In the Congress of the United States to actively oppose the enactment of these bills or any similar poposals, and that certi- fied copies of this resolution be air-nailed to our Congressional repre- sentatives, and copies be made available to press and radio news sources.
