RESOLUTION NO. 189*S
WHEREAS, Division VI, Part I, Chapter 8 of the Public
Resources Code of the State of California delegates to the State
Lands Commission the power to acquire, construct, develop and
improve, maintain and operate small craft harbors in the State
of California; and
tWEREAS, the State Lands Commission shall prepare Master
Plans to fulfill such purpose, with such State prepared Master
Plans taking in consideration the Master Plans that have been
prepared by the various counties of the State of California; and
WHEREAS, the County of San Diego has not developed a Master
Plan that relates to the development of small craft harbors; and
WHEREAS, it appears that the State Lands Commission may
not develop a Master Plan for small craft harbors within the
County of San Diego until such time that the County of San Diego
formulates a Master Plan for the development of small craft harbors
within the County of San Diego; and
WHER€AS, the City of Carlsbad has within its corporate
limits two potential sites for small craft harbors, namely,
Agua Hedionda Lagoon and Buena Vista Lagoon; and
WHEREAS, the City of Carlsbad has engaged an engineer for
the purpose of preparing an engineering report on the feasibility
of a refuge harbor of the Agua Hedionda Lagoon within the City of
Carlsbad, which preliminary engineering report will be made
available to the County of San Diego for the purpose of including
such report in any Master Plan which may hereafter be adopted by
the County of San Diego.
NOW, THEREFORE, SE IT RESOLVED by the City Council of the
City of Carlsbad as follows:
1, That the City Council herewith solicits and requests
the County of San Diego to prepare a Master Plan for the

development and improvement of small craft harbors within the
County of San Diego.
2. That the County of San Diego include within such Master
Plan the development and improvement of the Agua Hedionda Lagoon,
within the City of Carlsbad, as a harbor primarily for refuge and
incidentally a recreational harbor,
3, That the County of San Diego include within the Master
Plan the Buena Vista Lagoon adjacent to the Cities of Carlsbad
and Oceanside, as a recreational harbor,
4. That the County of San Diego, acting through its
Planning Commission, incorporate into the proposed Master Plan
such portions of the preliminary engineering report, relating to
the Agua Hedionda Lagoon, as are consistent with the Master Plan
as developed by the County Planning Commission,
5. That the County of San Diego transmit to the State
Lands Commission a copy of the Master Plan,
6, That the County of San Diego take all steps, and do all
things necessary to expedite and hasten the preparation of the
Master Plan for small craft harbors within the County of San Diego,
so as to enable the County of San Diego to take advantage of the
State of California's participation towards such projects,
PASSED, APPROVED AND ADOPTED this 8th day o€ November,
1955 by the following vote:
AYES: Ede, Castorena, Helton, Robinson and Sutton.
