RESOLUTION NO. 527
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF CARLSBAD RECOMMEND- ING THAT THE BOARD QF SUPERVISORS ESTABLISH A CIVIL DEFENSE AND. DIS- ASTER ORGANIZATION.
WHEXEAS, the City Managers' Group of the $an Diego County Division
of the League of California Cities have proposed a plan calling for the
establishment of a consolidated and centralized Civil Defense and Disaster
organization to serve the entire San Diego County area; and
WHEXEAS, membership and participation in such proposed centralized
Civil Defense and Disaster organization would be open to the cities of San
Diego County on a voluntary basis; and
WHEREAS, the said plan contemplates that the County of San Diego
would provide the necessary facilities and services for such organization,
with member cities sharing the costs, with such costs, facilities and services
to be agreed to by the County and member cities by mutual agreement; and
WHEREAS, the Board of Directors of the San Diego County Division
of the League of California Cities did, in its meeting of February 16, 1959,
unanimously approve in principle the formation of such a consolidated Civil
Defense and Disaster organization for the entire area of the County of San Die;
and
WHEREAS, the said plan proposed by the said City Managers' Group is
on file in the office of the Secretary of the Board of Directors and a copy
thereof has been studied by this Council; and
WHEBEAS, it appears to this Council that such a centralized and
consolidated Civil Defense and Disaster organization would be in the public
interest in presenting a unified and economical approach to the preservation
of life and property of the citizens of this City and of the entire San Diego
County area in general; NOW, THWEFORE,
BE IT RESOLVED By the Council of The City of Carlsbad as follows:
That it is the recommendation of this Council that the Board of Super-
visors of San Diego County establish at the earliest possible date a Civil

Defense and Disaster organization, wherein it is provided that the cities of
this County of 3an Diego may become members thereof by contractual arrange-
ment in accordance with the principles set forth in that certain plan proposed
by the City Managers' Group and approved by the Board of Directors of the San
Diego County Division of the League of California Cities, as filed in the office
of the Secretary of said Board.
BE IT FURTHER R QLVED That in the event the Board of Superviso
of the County of San Diego do organize a Civil Defense and Disaster organiza-
tion as herein proposed, that it is the intent of this Council to immediately
authorize the commencement of negotiation with the said Board of Supervisors
toward the end that this City may become a contracting member of such Civil
Defense and Disaster organization.
PASSED, APPROVED AND ADOPTED by the City Council of the City
of Carlsbad at a regular meeting held on the 3rd day of March, 1959, by the
following vote, to wit:
