OPPOSI- TION TO SE3YATE BILL 789. WHEREAS, Carlsbad is an incorporated city of approximately 10,000 people; and WHEREAS, until recently Carlsbad received library services through the facilities of San Diego County> and WHERmS, since Carlsbad has commenced to operate its own library facilities the circulation has greatly increasedl and WHERFAS, under Senate Bill 789 in order to participate a library must go into a system of lOQ, 000 population and we would again have to join with the County of San Diego, which from experience we know means poor service; and WHERElAS, Senate Bill 789 penalizes small libraries not entering; and WHEREAS, the minimum standards set by the bill are far to high for a library servicing a small community; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Carlsbad opposes the passage of Senate Bill 789, which would be extremely detrimental to the cities improving library facilities. PASSED, APBROTJED AND ADOPTED by the City Comcil of the City of Carlsbad held on the 21st day of March, 1961, by the following vote, to wit: AYES: Councilmen Guevara, Bierce, Sonneman, McPherson and La Rod NOES: None ABSENT: Nom ATTEST: Carlsbad, California 2Q \A*= J. -& PRICE, City Clerk (SEAL)
