HomeMy WebLinkAbout1964-09-01; City Council; Resolution 1068RESOLUTION BO. 1068 A RESOLUTION OF THE CITY COUEJCIL OF THE CITY OF CA.RLsBAJl URGING IMMEDIATE ACTION BY CALIFQREJIA HIGHWAY COI@KCSSION TO END SLAUGH- TER QN r?SLAUGHTER ALLEY". mEREAS, within the past few weeks several fatal accidents lave occurred on that portion of U.5. 101 Hi@nmy crossing cap "endleton commonly referred to as HTZB ALLEY?'; and WHlBI3AS, said accidents are merely the latest of a long series of tragic manifestations of the fact that 'IS LLLEP is extremely dangerous because it is heavily traveled nt high speeds and is not improved to freeway standards; and HTER WHEREAS, leaving rlSLkUGHTER ALLEYff in its present condition can only cause a continuation, with increasing frequency of its past history of death, injury and property damage; and WHEREAS, because of the danger to life and property in- cident to the use of lrSLaUCHTER ALLEY?T many citizens are declin- ing to drive thereon, thereby causing economic loss to cities located along said highway, including the City of Carlsbad; and WHEREAS, the California Highway Commission has scheduled the improvement of rrSLAUGHTER ALLEYTp to freeway standards so far in the future that many lives will be needlessly lost in the meantime ; NOW, THEREFORE, BE IT €#SOLVED, by the City Council of the L. City of Cplsbad as follows: (1) That the California Highway Commission is urged to cause to be constructed at the eariiest possible date a highway of freeway standards on U.S. 101 E$om;C& tkl gn Clemente. (2) That during the time interval pending completion of said highway to freeway standards, that interim corrective measures be taken to reduce the hagaards of said hi&way, including but not limited to the foliowing: (A) Instailatlon of dividers and buffers. (€3) Widening of bridges and increasing of crxrne radii. (C) Reduction of maximum speed limits. (13) Installation of additional warning sips at danger (E) Increasing severity of safety inspections of public and semi-public conveyances. PASSED, APPROVED AND ADOPTED, at a regular meeting of the' Carlsbad City Council held on the 1st day of September, 1964, by the following vote, to wit; i -2-
