S. Naval Repair Facility at San Diego, California The City Council of the City of National City, California, MHEREAS, the Secretary of Defense has heretofore ordered the does hereby resolve as follows: U. S. Naval Repair Facility located at San Diego, California, to be closed, and InlHEREAS, at the time said closing was ordered the entire ommunity of San Diego metropolitan area protested said action ut it was recognized that there were overriding economic considera. ions which might dictate this action, in a time of relative in- ernational peace and quiet, and WHEREAS, the international circumstances which may have justi- \I in +.he interest of sound economic ied closing of the facilit, ,.. ...*_ ._._ valuations have been dramatically changed by the continuing ex- ansion of the Viet Nam conflict, extending the duration of th tate of emergency . .-., - Pxceedincl the expectations of any of OU -.. - -. :ivilian and mi iixary experts, and ., WHEREAS, the very natur the prolonged and expanded con- 'lict in Viet Nam has necessitated the utilization of destroyers ind destroyer escorts in that ;/?ore bombardment operations 2scorting carriers which are required to be on station for lengthy ieriods of time, and ?as stimulated new and increased use of small craft and amphibious Jessels, resulting in a need for modification and conversion of such vessels as LST's arid the maintenance thereof for peak opera- ting efficiency, and ffort, both in patrols and exceptionally heavy sea operations WHEREAS, the unique character of the Viet Nam WHEREAS, all these types of vessels must be afforded repair and maintenance facilities to insure a proper level of operational capacities and 4 ,_ . 1 ically sound means of accomplishing the desire tasks on the West Coast 1 or in the United States and it is possibly the best facility of its kind in the Navy, and WHEREAS, in addition of providing an ideal service for the repair and maintenance of vessels set forth herein, the location of the facility will greatly enhance the morale of service personnel assign- ed to ships requiring overhaul and maintenance by reuniting them with their families normally situated in San Diego as their home base and reducing the real danger of injury and death produced by rusned and unsafe driving conditions to and from home to more northern repair operations, thus increasing efficiency, stimulating re-enlistment and generally contributing to the overall well-being of the Navy person- nel so affected, and WHEREAS, the San Diego location was even greater stature because of the level of industrial sophistication found in the area, includ- ing related fields of science and research, advanced oceanographic programs and technology, thus providing a pool of trained personnel and modern equipment and plant to assist such activities, and equipment and dry docks represent an investment of mare than 10 million dollars already expended, which constitutes a substantial loss at current rates of interest, combined with rapid depreciation because of lack of maintenance. WHEREAS, the existing facilities including land, buildings, tools, 5 10 11 12 13 15 16 17 18 19 20 21 22 2 3 24 25 26 27 28 29 30 31 32 I NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of National City, on behalf of itself, the citizens of this communi- ty and in the interests of the national welfare, urges the Secretary of Defense to move immediately to reactivate the U. S. Naval Repair Facility at San Diego, California. BE IT FURTHER RESOLVED that the City Clerk of the City of National City be, and she is hereby directed to forward certified copies of this resolution to Robert S. McNamaraS Secretary of Defens Paul H. Nitze, Secretary of Navy; Chief of Naval Operations, Bureau of Yards & Docks; the Honorable Senator Thomas Kuchel; the Honorable Senator George Murphy, the Honorable Congressman Lionel Van Deerlin, the Honorable Congressman 6ob Milson, and to all city Councils in San Diego County and the San Diego Unified Port District.
