WHEREAS, the 41 thousand mile National System of Interstate and Defense Highways is now 53 percent open to traffic, is saving untold lives yearly; and said System already saves untold millions of dollars through lessening of accidents, congestion, and travel time; and WHEREAS, said Interstate System is a part of the California Freeway and Expressway System, and said Ca way System is currently one-third complete and is sav 12,400 mile ifornia Free- ng approximate- ly 700 lives yearly together with untold millions of dollars in accident cost, congestion, and time saving; and WHEREAS, said California Freeway and Expressway System needs are approximately an addi ti onal 7.1 bi 11 ion dol 1 ars beyond those monies committed to date, and will serve approximately 60 percent of the travel needs of California when completed. NHEREAS, in addition to these important Systems, these are addi, tional road systems known as the Select System of Major and Secondar. County Roads and City Streets which, when completed to adequate, im- proved design standards, will also contribute to traffic safety, and savings of travel time; and easing of congestion, WHEREAS, said Se estimated to have def ect Systems of Major and Secondary Streets are ciencies of 6.5 billion dollars by 1974, with estimated revenues during the same period of only 3.8 billion doll- ars : NOW THEREFORE BE IT RESOLVED THAT THE City of Carlsbad does hereby endorse National Highway Week and the concept that BETTER HIGHWAYS NOW SAVE LIVES, TIME AND MONEY, and further that the Natio- nal Interstate and Defense Highway System, the California Freeway and Expressway Systems of Major and Secondary County Road and City A. r 0 1 a 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 0 Streets are important to the economic and social well being of the Nation, State of California, County of San Diego and City of Carlsbad, and, therefore, completion of these several Road Systems should be expedited as rapidly as planning, sign and construction budgets will allow. PASSED, APPROVED, AND ADOPTED at a regular meeting of the City Council held on the 6th day of September, 1966, by the following vote, to wit: AYES: Councilmen Northing, Neiswender, Atkinson, Dunne and NOES: None.
