HomeMy WebLinkAbout1967-02-21; City Council; Resolution 1387:3 4 6 7 8 9 10 RESOLUTION NO. 1387' A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, SUPPORTING MINISTRATION OF GAS TAX STREET IMPROVEMENT PROGRAM. PROPOSED REVISIONS TO SIMPLIFY AD- WHEREAS, Home rule and local determination have been the cornerstones on which harmonious and beneficial Ci ty-State programs ve been founded; and WHEREAS, the various interpretations by the Transportation Agency of the existing Collier-Unruh Local Highway Development Act 11 12 impinge on and restrict the authority and ability of cities to direct and cope with local street problems; and 13 KHEREAS, such interpretations have imposed reports and red 1 15 16 17 18 1411 tape and burdensome procedures necessitating the utilization of numerous city employees for this non-productive effort; and WHEREAS, efficiency and economy in State and City highway matters can be implemented by restoring the authority to expend street funds to appropriate administrative and legislative city 19 20 21 22 bodies; NOW, THEREFOR€, BE IT RESOLVED that the City Council of the City of Carlsbad concurs in and supports the necessary legislation to 23 24 25 26 27 28 1. Eliminate all requirements for providing and reporting matching credits; 2. Provide that the State Controller shall apportion all City street funds, including the so-called 186-1 Fund, derived from the Motor Vehicle Fuel and License Tax Law, to cities in a procedure similar tG that provided in 29 30 31 32 Section 2104 of the Streets and Highways Code; and 3.
