()PROPOSED Resolution #1708 RESOLUTION RELATIVE TO URBAN PLANNING ASSISTANCE WHEREAS, the City of Carlsbad desires to provide for a planning study contributing to an overall program for future community development, the preservation of community values, the prevention of conditions tending to cause urban blight, and the promotion of the general health, safety, and welfare of its citizens; and, , WHEREAS, the California Council on Intergovernmental Relations may pro- vide planning assistance for such a program and receive financial assistance therefor from the U.S. Department of Housing and Urban Development as author- ized by Section 901 of the Housing Act of 1954, as amended; now therefore, be it RESOLVED, that the City Council of the City of Carlsbad hereby requests the California Council on Intergovernmental Relations to provide planning assistance to the City, with such financial assistance as may be provided by the U.S. Department of Housing and Urban Development under authority of Section 701 of the Housing Act of 1954, as amended; and that such planning assistance is more particularly described in the project description that is attached hereto and made a part of this resolution as if fully set forth herein; and FUR'IXER RESOLVED, that the City Council of the City of Carlsbad hereby requests an urban planning assistance grant as authorized, whikh assistance has an estimated value of $15,000; and FURTHER RESOLVED, that the City Council of the City ,of Carlsbad, subject to approval of such planning assistance by the appropriate State and Federal authorities, hereby authorizes: (a) use of personnel of the City of Carlsbad for technical assistance in this project, which assistance has an estimated value of $3,500; allocation of $4,312.50 of City cash fur the purposes of' carrying out t$e City's,share of the planning assistance pragxam; and the employment of the urban planning consultant firm of Duncan & Jones of Berkeley, California to provide technical assistance (b) (c) subject to a negotiated contract; and .r .* FURTHER RESOLVED, that the total estimated cost of the City of Carlsbad’s project as planned is $22,500; and + FURTHER RESOLVED, that the Mayor of the City of Carlsbad be, and he hereby is, authorized and empowered to execute in the name of the City all necessary applications, contracts, and agreements to implement and carry out the purposes specified in this resblution.
