HomeMy WebLinkAbout1970-11-04; City Council; Resolution 1806e 0 RESOLUTION NO., 1806 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD REQUESTING UTILIZATION OF SURPLUS MILITARY AIRCRAFT IN THE FIGHTING OF FOREST FIRES The City Council of the City of Carlsbad does hereby resolve as follows: 1. The state of California has recently experienced a series of disastrous fires which have blackened thousands of acres of forest and water shed and destroyed millions of dollars worth of property, Each year has brought forest fires to the mountains 2. of California, particularly southern California, and each year the fires have been controlled only after great expenditure of money and man hours. In order to adequately control a fire with the minimum 3. of destruction of forest and water shed and loss of property, it is essential that fire fighting methods be employed the soonest practicable after discovery of the fire., 4. At the present time there are approximately 7,000 mothballed surplus aircraft belonging to the United States Air Force which are presently situated on the field in the state of Arizona, 5, These aircraft are servicable and have. potential capacity for carrying personnel or materials in the fighting of forest fires , 6, The present aircraft used for liquid drops in the fighting of forest fires consist of helicopters capable of carrying 125 gallons of chemical solution, or the B-17 of World War I1 fame which carries some 1,400 gallons of fire retarding liquid, A part of the surplus military aircarft consists of K.C-97 which iere ed as in-flight refueling planes, and have capacity to carry approximately 13,000 gallons, 7. It is recommended and requested that the Forest Service of the United States Government be empowered to establish a flying wing of approximately 50 surplus KeCa-97 aircraft modified so as to be useful in the dropping of liquid chemicals on forest fires. Said aircraft referred to herein could be kept at military airfields throughout the western United States where the forest fires are an annual threat, and accordingly, be available for pinpoint dropping of liquid chemicals on any fire that might erupt west of the Mississippi River. The City Council of the City of Carlsbad expresses its 8. 9. concurrence in the program of utilizing surplus military aircraft and having such aircraft available to assist in the fighting of forest fires in the state of California and the western part of the United States and urges the League of California Cities and our State and National Legislators to support said program. PASSED, APPROVED, AND ADOPTED at a metting of the City 9 Council of the City of Carlsbad, California, held November 4 1970, by the following vote, to wit: Councilmen Dunne, McComas, Castro and Lewis.
