The City CGuncil of the City of Carlsbad does resolve as fol- lows : 1, 2, 3. 4. 5. FJiIEREAS the Coagrrss of th? United States has found that a modern, efficient, intercity railroad passenger service is a necessary part of a balancsd transportation system; that ti.15 public convenimce and nzcessity rsquire ths continuanm and improvement of such service to provide fast and comfortable transportation between crowded urban areas and other arzzs of thz counzry; that rail passenger servic6 can help to md the congsstion on our highways and the overcrowding of airways anc airports ; and tdI-fEKEAS the California coastal plain stretching frorr, San Disgc to Sa12 Fraiicisco forms a natural transportation corridor withj one of the grsat urban complexes of the tlnited Ststes; and iVtiEKEAS the San Diego to Los Ang3le.s segment of this corridor contains onz half of the pogulation of the State of Csliforni: and 0118 out of avsry twenty Americans; that over tile last ten years ti13 conbined population of San Diego, Orangs 2nd Los Angslzs counties hzs increased by almost 30% - mors than twice the National averags of 14%; and \MEREAS within this porpion of the corridor there are present1 generated more than 37 Eillion annxal trips making it one of the highest traveled corridors in the LJnited States: and ijliEREAS existing air transportation and highwzy facilities zr: rapidly a2proaching maximum design capabilities with this heal traffic and resulting accidents tying up and saturating highwz -1- route Interstate 5; coastal fogs which virtually bring all ai travel to a standstill; and 6, N11EREAS railroad service presents an existing alternative which, if properly assisted, can contribute to. a balanced 51 6l 71 transportation systsm for the California coastal plain by pro- viding a fast, conveniznt, comfortable mode of service; NOW THEREFORE BE IT RESOLVED that the City Council of the 7. Basic National Rail Passenger Transportation System as called I 13 14 15 for by the Railroad Passenger Service Act of 1970, PASSED, APPFIOVED, AND ADOPTED at a meeting of the City Council 1611 of the City of Carlsbad, California, held January 19 I by the following vote, to wit: AYE s : Cmn.
