The City Council of the City of Carlsbad does resolve as fol-

The historic reliancs upon the property tax as a fundamental
source of revznu? for local government has generated a
burden upon the individual Izomeatsner which is fast becoming
intolerable and threatens to undermine our basic concept of
home and pro9erty.
The responsibilities of local government are no longer linite
to the traditionally accepted needs and rsquirements of the
honeowner but extend into mass unrelated fields which appeas
to impinge upon the homeowner only slightly albsit collective
necessary for his survival in an urban environment.
Relief from the property tax burdain is an absolute necessity
and canriot await tne problems of partisan politics nor can it
be provided without recognizing the need for tf:e funds and
making the necessary tax shifts to eliminate the losses that
cities incur.
The League of California Cities is committed to tine develop-
ment of a specific revenue program to meet the ongoing needs
of citias through ii balanced tax reform.
