In the opinion of the City Council the following facts and reasons make the granting or denial of said application neces- ;ary to carry out the general purpose of Ordinance No. 9060 as %mended: Inadequate covered parking facilities; inadequate recrea- :ion areas, particularly for children; general insufficiency of OVE ~11 design as per staff opinion, 5.
