RESOLUTION NO. 2006
RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF CARLSBAD OPPOSING STATE
REGULATION OF EMPLOYMENT CONDITIONS
OF LOCAL PUBLIC SAFETY EMPLOYEES
WHEREAS, the Assembly of the State of California is considering
Assembly Bill 452 and Assembly Bill 206, and
WHEREAS, the Senate of the State of California is considering Senate
Bill 116, and
WHEREAS, said bills would impose upon the citizens and taxpayers
of the City of Carlsbad substantial new property taxes which would be
especially burdensome on our retired residents and all citizens of low in-
come who can least afford to pay these new taxes, and
WHEREAS, there is no compelling statewide need for this legislation
and
WHEREAS, under present terms and conditions of employment the City
of Carlsbad is able to recruit and retain qualified personnel to serve in the
Police and Fire Departments of the City, and
WHEREAS, such legislation is not necessary to the citizens of the
community to operate their public safety services, and
WHEREAS, the Assembly Bill 452 alone would require a property tax
increase from 15c to 25c more, and
WHEREAS, the retirement system proposed under Assembly Bill 452
is presently available to those cities who have the financial resources
available to consider this retirement plan, and
WHEREAS, Senate B 11 116 would have the same detrimental effect on
the city and its residents as Assembly Bill 452, and
WHEREAS, Assembly Bill 206 would allow a non-resident, non- elected
third party to, in effect, set the local property tax rate.

We call upon our own elected representatives and all members of the Assembly
and the Senate to use 1972 to establish priorities for state and local government

4. We would submit the first responsible fiscal action to which the
members of the legislator could commit themselves would be that no un-
funded bills would be considered by either the Assembly or the Senate.

must have a companion bill indicating the financial resources to support the

particular bill, together with a report from the legislative Analyst, State
Comptroller, or any other responsible state financial official. While both
our Assembly and Senate have many fine legislators that are dedicated to
saving the state, we believe that as a group our state legislators must come
face to face with fiscal responsibility. If you are not prepared to do so, we
believe that you must anticipate the people of the state taking this matter into
their own hands through the initiative process.
PASSED, APPROVED and ADOPTED at a regular meeting of the City
Council of the City of Carlsbad, California, held on the 2nd day of May,
1972, by the following vote:
AYES: Cmn. Dunne, McComas, Lewis, Chase and Frazee.
NOES: None.
ABSENT: None.
