RESOLUTION NO. 2o05
RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD OPPOSING PROPOSITION 9.
WHEREAS, may well-intentioned residents of the State of California ha
by initiative placed Proposition 9 on the ballot, and
WHEREAS, the intent of Proposition 9 is most worthy, and
WHEREAS, Proposition 9 only peripherally affects vehicular air
pollution, and
WHEREAS, Proposition 9 does not consider the potential increase in
air pollution from fossil-fueled generating plants, and
WHEREAS, Proposition 9 does not examine critical issues such as lanc
use, mass transportation, and population’growth, and
WHEREAS, enactment of Proposition 9 in the judgment of many well
informed persons would cause severe economic dislocation, and
WHEREAS, Proposition 9 would adversely affect California’s No. 1
industry- agriculture, and
WHEREAS, Proposition 9 does not allow a phase-in period for non-
leaded gasoline.
NOW, THEREFORE, BE IT RESOLVED that:
The City Council of the City of Carlsbad, while applauding the intent
of the initiators of this legislation, must go on record as opposing this
measure. It is the intent of the City Council of the City of Carlsbad to work
with the County of San Diego, other cities and counties, and members of the
State Legislature in order that a practical act may be considered by the State
Legislature which would accomplish the intent of Proposition 9 without its
unworkable provisions.

City Council of the City of Carlsbad, California, held on the 1 Gthday of May,
1972, by the following vote:
AYES: Cmn. Dunne, McComas, Lewis, Chase and Frazee.
NOES: None.
