WHEREAS, the City Council did on May 31, 1972, June 14, 1972, June 20, 1972 and July 3, 1972, hold discussions regarding standard rqtes of pay, position titles, hours of work and holidays for all City employees; NOW, THEREFORE, the City Council of the City of Carlsbad does resolve as follows: 1. The following standard rates, with step increases set forth thereafter, described in Exhibit "A", attached hereto and made a part hereof, are hereby established as the salary plan for the City of Carlsbad. The normal eligibility for salary step increases shall be six months of meritorious service for Step B; one year for Step C; one year for Step D; and one year for Step E. These normal step increases shall be granted upon recommendation of the Department Head and approval by the City Manager. Double step increases, or step increases in less than the normal time of service, may be permitted for exceptional work performance or unusual employment conditions. 2.
