RESOLUTION NO. 3214
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ANNOUNCING FINDINGS AND DECISION ON A PREANNEXATION CHANGE OF ZONE FROM SAN DIEGO COUNTY E-1-A TO CITY OF CARLSBAD P-C (Planned Community) TO ALLOW A POSSIBLE 400-UNIT RESIDENTIAL DEVELOPMENT ON PROPERTY GENERALLY LOCATED EAST OF LOWDER LANE, MIDWAY BETWEEN PALOMAR AIRPORT ROAD AND POINSETTIA LANE (Pacesetter Homes).
WHEREAS, on August 28, 1973, a duly advertised Public
Hearing was held before the Planning Commission in the manner
prescribed by law to consider a Preannexation Change of Zone
from County E-1-A to City of Carlsbad P-C to allow a possible
400-unit residential development on property more particularly
described as:
Portion of the west one-half of Section 21, Township 12 South, Range 4 West, San Bernardino Base and Meridian, in the County of San Diego, State of California.
WHEREAS, at the conclusion of said hearing, the Planning
Commission of the City of Carlsbad, adopted Resolution No. 944
recommending said zone change which is herewith referred to
and made a part hereof; and
Council held a public hearing on the matter, received all
recommendations and heard all persons interested in or opposed
to the proposed change of zone; and
WHEREAS, said application has complied with the require-
ments of the "City of Carlsbad Environmental Protection
Ordinance of 1972" and an Environmental Impact Report was
presented and discussed at a duly noticed public hearing held
by the Planning Commission and the City Council and was approved
as presented;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad as follows: i

1. That the above recitations are true and correct.
2. That the findings of the Planning Commission contained
in the aforementioned Resolution No. 944 constitute the
findings of the Carlsbad City Council.
3. That the approval of the proposed preannexation
change of zone classification is necessary to carry out the
general purpose of Title 21 of the Municipal Code.
4. That the City Council of the City of Carlsbad
intends to adopt an ordinance to effectuate the proposed
preannexation change of zone.
PASSED, APPROVED AND ADOPTED at a regular meeting of
the City Council on thel8th - day of September, 1973, by the
following vote, to wit:
AYES: Councilmen Dunne, Lewis and Chase.
NOES: None
ABSENT: Councilmen McComas and Frazee.
