A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD OPPOSING ASSEMBLY BILL 2648 AS PREMATURE AND DETRIMENTAL TO THE BEST INTERESTS OF THE RESIDENTS OF THE CITY OF CARLSBAD.
WHEREAS, the City of Carlsbad has contributed funds and is
actively participating in an ongoing North County Subregional
Transportation Study to be completed in approximately 45 days
to develop an able local North County public transportation
system; and
WHEREAS, Assembly Bill 2648 has been introduced to provide

for creation of a San Diego Metropolitan Transit District in the
western portion of San Diego County; and
Comprehensive Planning Organization which is actively pursuing
an ongoing regional transportation plan for the entire San Diego
County Region which will include the aforementioned Subreqional
plan as an integral portion of the county-wide plan; and
WHEREAS, after several years of in-depth study and analysis
the county-wide regional transportation plan will be completed
within six months; and
WHEREAS, an inter-regional transportation study is also
ongoing; and
WHEREAS, creation of a San Diego Metropolitan Transit
District at this time as proposed in Assembly Bill 2648 could
result in considerable delay in adoption of a county-wide
improvement in public transportation by deferring and/or
conflicting with the Comprehensive Planning Organization plan
and its implementation; and
WHEREAS, any delay and/or expenditures of additional pub1 ic
monies would be prejudicial to the best interests of the citizens
of the region.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Carlsbad opposes adoption of Assembly Bill 2648
and creation of a San Diego Metropolitan Transit District as
it would be premature and detrimental to the best interests
of the citizens of Carlsbad, North San Diego County and the
entire San Diego County.
PASSED AND ADOPTED by the City Council of the City of
Carlsbad, California, the 18th day of September, 1973, by
the following vote:
AYES: Cmn. Dunne, Lewis and Chase.
NOES: None.
ABSENT: Councilmen McComas and Frazee.
