HomeMy WebLinkAbout1974-07-02; City Council; Resolution 34573 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 1E 15 2c 21 22 2; 24 2: 2t 27 2E 25 3c 31 32 RESOLUTION NO. 3457 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA CREATING AND ESTABLISHING THE B1CENTE:NNIAL COMMITTEE WHEREAS, July 4, 1976 is the bicentennial anniversary of the tigning of the Declaration of Independence; and WHEREAS, it is the intent and desire of the City Council to Ielebrate this anniversary with an appropriate observation in the 'ity, a City of Carlsbad Bicentennial Committee is hereby estab- ished. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City If Carlsbad, California as follows: Section 1. A City committee known as the City of Carlsbad &centennial Committee is authorized and will be appointed ly the authority of the City Council. Section 2. This committee shall be an advisory committee :omposed of members from the community at large. Section 3. This committee shall be charged with making cecommendations to the Council for the planning, organizing, and Lmplementation of the bicentennial observation following three :hemes; Heritage '76, Festival USA, and Horizons '76. Section 4. The committee shall consist of a chairman and Zourteen members appointed by the Mayor with the consent and :oncurrence of the Council. The chairman with the consent and zoncurrence of a simple majority of the appointed committee, ;hall be empowered to select and designate members to any sub- :omittees as he deems necessary and appropriate. Section 5. From the total appointed membership of the :omittee, a seven member steering committee shall be established md be tasked with the responsibility for providing direction to :he Bicentennial Committee and for reporting committee progress and ictivities to the City Council. /// /// . 4 I , 1 I f I t ! 1( 1: 1: 1; 1L If 1I 1: 1I 15 2c 21 22 2: 24 2: 2E 27 2E 29 3c 31 32 Section 6. Members €or the life of ,he comm originally appointed shall be appointed ttee. Vacancies which may occur will be filled by City Council appointment. Section 7. Meetings shall be governed by Robert's Rules of Irder . Section 8. The committee shall meet at the discretion of the :omittee. Minutes of each meeting shall be kept and a copy of :he minutes of each meeting forwarded to the Mayor and City Manager sithin two weeks after the meeting date. Periodic reports of xogress and activity shall be submitted to the City Council at ieriods not less than each calendar quarter. Section 9. Appointment of staff liaison persons and the xrovision of administrative support shall be at the discretion If the City Manager or as directed by the City Council. Section 10. The City Manager as directed by the City Council, ;hall recommend funding to support the functions of the Bicentennia. :ommittee in each fiscal year's budget. Section 11. This committee shall be dissolved upon conclusion )f the Bicentennial Celebration, but in no case later than ktober 1, 1976. Section 12. Members shall serve without compensation. PASSED, APPROVED AND ADOPTED at a regular meeting of the :ity Council of the City of Carlsbad, California, held on the 2nd day of July , 1974, by the following vote to rit: AYES : Cmn.
