RESOLUTION NO. 3527
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, AMENDING
THE GENERAL PLAN BY THE ADOPTION OF
GENERAL PLAN AMENDMENT NO. 28-A ADOPTING
A REVISED LAND USE ELEMENT OF THE GENERAL
PLAN OF THE CITY OF CARLSBAD.
WHEREAS, the City of Carlsbad has undertaken a comprehen-
sive review of the land use element of the General Plan including
the participation of a number of citizens' committees and a series
of Planning Commission workshops; and
WHEREAS, the Planning Commission did on the 23rd day of
April, 1974, adopt Resolution of Intention No. 105 declaring its
intention to hold a public hearing on May 14, 1974 to consider
recommending to the City Council an amendment to .the General Plan
adopting a revised land use element of the City of Carlsbad Genera:
Plan; and
WHEREAS, the Planning Commission did on the 14th day of
May, 1974 hold a duly noticed public hearing as prescribed by law
to consider said revised element (General Plan Amendment No. 28-A)
consisting of a plan (Exhibit A) and a text, (Exhibit B), in genera:
providing for the following:
A General Plan Amendment of the City of Carlsbad to be called the Land Use Element, which consists of goals, policies, guidelines and implementation
plan that:
(1) Provide a policy framework within which
decisions, both private and public, can be
made concerning the physical development of
the City; and
(2) Define the geographic urban and rural areas
in which these decisions are to be applied and designate the major uses of land.
WHEREAS, said amendment has met the requirements of the
City of Carlsbad Environmental Protection Ordinance of 1972 by
including a section on environmental impact considerations; and
WHEREAS, at said public hearing and at subsequent public
hearings on May 28, June 6 and June 11, 1974 the Planning
Commissioners received the recommendations, objections and com-
ments of all individuals and parties who desired to be heard: and
WHEREAS, at the conclusion of said hearings the Planning
Commission did find the following facts and reasons to exist which
in their judgment made said amendment necessary to carry out the
intent of the General Plan:
1. The adoption of the revised land use element is essen-
tial for the General Plan to be comprehensive and effective; and
2. The amended land use element meets the requirements of
State of California law relating to land use; and
3. The revised land use element provides the City of
Carlsbad with a comprehensive document relating to the development
of the City; and
WHEREAS, the Planning Commission did adopt Resolution
No. 1070 recommending that the City Council adopt the revised
land use element; and
WHEREAS, the City Council has held a series of public
hearings to consider said plan and received and considered the
recommendations, objections and comments of all persons desiring
to be heard; and
WHEREAS, at the conclusion of said hearing the City Council
at their meeting of October 1, 1974 did by motion refer the re-
vised land use element incorporating a number of changes to the
Planning Commissioner for report; and
WHEREAS, said report has been received and the City Counci:
has determined it to be in the public interest to proceed to adopt
a revised land use element for the City of Carlsbad and that said
element has been prepared in accord with all applicable provisions
of State and local law and is ready for adoption;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad as follows:
1. That the above recitations are true and correct.

2. That the General Plan of the City of Carlsbad is
hereby amended by the adoption of a revised land use element
consisting of an amended land use element map dated September 20,
1974, marked Exhibit A, revised to change the land use designa-
tion from 0 to RM on approximately on eight-acre parcel, identi-
fied as the Larwin Parcel, immediately adjacent to El Camino Real
and outside the Larwin planned community; and amended land use
element text dated September 11, 1974, marked Exhibit B, revised
to include the textual changes contained in item 3 of the Planning
Commission memorandum to the City Council dated October 15, 1974,
including all sub-items,with the exception of sub-item e, both
in a form on file in the office of the City Clerk and incorpor-
ated by reference herein.
an adjourned PASSED, APPROVED AND ADOPTED at'/ regular meeting of the
Carlsbad City Council held on the 16th day of October 1974,
by the following vote, to wit:
AYES: Councilmen Frazee, Chase, Lewis, McComas and Skotnic
