RESOLUTION NO. 3575
JTION OF THE CITY COUNCI OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING
AN AGREEMENT BETWEEN THE CITY OF CARLSBAD AND THE COUNTY OF SAN DIEGO FOR COOPERATIVE
SUBMISSION OF A PROPOSAL TO THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT UNDER THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974, AUTHORIZING MAYOR TO EXECUTE SAID AGREEMENT
The City Council of the City of Carlsbad, California,
does hereby resolve as follows:
1. That that certain agreement between the City of
Carlsbad and the County of San Diego for cooperative submission
of a proposal to the Department of Housing and Urban Development
under the Housing and Community Development Act of 1974, a copy
of which is attached hereto as Exhibit A and incorporated herein
by reference, is hereby approved.
2. That the Mayor of the City of Carlsbad is hereby
authorized and directed to execute said agreement for and on
behalf of the City of Carlsbad. adjourned PASSED, APPROVED AND ADOPTED atan/regular meeting of the
City Council of the City of Carlsbad, California, held on the
9th day of January , 1975, by the following vote, to wit:
AYES : Councilmen Frazee, McComas, Lewis, Chase & Skotnicki
NOES: None.
ABSENT: None.

COOPERATIVE AGREEMENT FOR SUBXTSSION OF PROPOSAL
TO DEPARTNENT OF HOUSING AND URBAN DEVELOPMENT
THIS AGREEPENT entered into by and between the City of
CarPsbad . (hereinafker referred to as "CITY"), and
the County of San Diego (hereinafter referred to as "COUKTY") I
witnesseth that:
WHEREAS, there has been enacted into law Public Law
93-383, The Housing and Comnufiity Development Act of 1-974,
the primary objective cf which is the development of viable
urban ccmmunities by providing fedo,ral assistance for
commlxnity development activities in urban areas; and
WHEREAS, County,'as an "urban county" as that term is
governnent with which it has entered into cooperaticn agree-
ments to undertake or to assist in the undertaking of essential
community development and housing assistance activities;
WHEREAS, City is a unit of general local government
and
included within the territorial boundaries of County; ai?d
WHEREAS, City and County desire to enter into this
i cooperation agreement to undertake essential com"ity
development and housing assistance activities; NCW THEFSFORE
IT IS AGREED AS FOLLOW:
1. City shall submit to County its proposal for the
..
underhaking of essential community development and housing
assistance activities within the territorial jurisdiction
of the City.
2. -Such proposal shall comply with the requirements of
The Housing and Community Development Act of 1974 and with
the administrative regulations governing comunity develop-
ment block grants which are published in the Federal iiegister
at Part 570 of.Chapter 5 of Title 24.
3. County shall incorporate the City's proposal hto
the County proposal which will be submittec? to the Department
of Housing and Urban Development.
4. In the event that the City proposal is approved by
the Department of Housing and Urban Developnent as part of
the County proposal and a community develoyent bhck qrppi-
is made to the County on account or' such proposal, the pa-rties

hereto will enter into a supplementary agreement providing
for implementation of the City proposal by the County, the
City, or by cooperative action of the two agencies.
