RESOLUTION NO. 3685
fiscal plan of operations for the year 1975-76; and
WHEREAS, the City Council has a proposed budget under con-
sideration but has not yet adopted a final budget for the Fiscal
Year 1975-76;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad as follows:
1. That the above recitations are true and correct.
2. That the preliminary budget for Fiscal Year 1975-76 is
adopted as the interim budget and the amount designated Department
Total for each department and each fund in said budget is hereby

THE PRELIMINARY OPERATING BUDGET FOR FISCAL
YEAR 1975-76 AND ESTABLISHING CONTROLS ON
APPROPRIATIONS FOR NEW EMPLOYEES AND CAPITAL OUTLAY ITEMS, EXCEPT LIBRARY BOOKS.

WHEREAS, it is necessary that the City of Carlsbad have a
I 3. That appropriations for each new employee and each
(capital outlay item, except library books, included in the said
budget shall not be effective unless expressly authorized by the
City Council.
4. That approval is hereby granted for compensating City
'
employees as specified in Resolution No. 3686 as it may be
subsequently amended by the City Council.
5. That upon the enactment of a resolution adopting the
proposed final operating budget for Fiscal Year 1975-76, this

Carlsbad City Council held on the 1st day of July , 1975,
by the following vote, to wit:
AYES : Councilmen Frazee, Chase, Lewis, Skotnicki and
