RESOLUTION NO. 371 5
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, URGING THE
BOARD OF SUPERVISORS OF THE COUNTY OF
SAN DIEGO TO SETTLE ALL DISPUTES DELAYING
THE VISTA CENTER ADDITION, AND TO TAKE
ALL NECESSARY STEPS TO ENSURE THE COMMENCE-
MENT OF CONSTRUCTION OF SAID ADDITION IN
THE IMMEDIATE FUTURE.
WHEREAS, the County of San Diego and the City of Vista have
entered into a Joint Exercise of Powers Agreement to create the
Vista-County of San Diego Building Authority for the design and
construction of the Vista Center Addition, providing for additional
courtrooms, County offices and detention facilities; and
WHEREAS, the architecture for such addition is completed
and the environmental review process is nearing completion; and
WHEREAS, construction could be commenced thereon within the
immediate future if authorized by the Board of Supervisors of the
County of San Diego and the City Council of the City of Vista; and
WHEREAS, such facilities are urgently needed to serve the
City of Carlsbad, as well as other cities and large sections of
nnincorporated territory in the northerly portions of San Diego
County; and
WHEREAS, the continued lack of detention facilities in
Uorth County results in the constant need to transport prisoners to
the County Jail in downtown San Diego, and thereby remove law
znforcement officers from regular patrol and other law enforcement
Juties in the City of Carlsbad; and
WHEREAS disputes among the Board of Supervisors and certain
sfficers of the County of San Diego have recently led to a delay
in the commencement of construction of said addition;
NOW, THEREFORE, the City Council of the City of Carlsbad,

California, hereby RESOLVES as follows:

That the above recitations are true and correct.
That the Board of Supervisors of the County of San
Diego is hereby urged to settle all disputes delaying construction
611 of the Vista Center Addition, and is hereby further urged to take

all necessary steps to ensure the commencement of construction of
said Vista Center Addition in the immediate future.
3. That the City Clerk is hereby directed to send a
certified copy of this resolution to the Board of Supervisors of

held on the 5th day of August , 1975, by the following
vote, to wit:
AYES: Councilmen Frazee, Chase, Lewis, Skotnicki and
