HomeMy WebLinkAbout1975-09-02; City Council; Resolution 37361 2 z 4 5 6 7 € s 1c 11 12 12 14 1E 1E 17 1E 1s 2c 21 22 22 24 25 26 27 28 RESOLUTION NO. 3736 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING THE GENERAL PLAN BY THE ADOPTION OF A NOISE ELEMENT AS A PART OF THE GENERAL PLAN OF THE CITY OF CARLSBAD (GPA-32) WHEREAS, the City of Carlsbad has undertaken a comprehen- sive review of the General Plan, including the participation of a number of citizens' committees and a series of Planning Com- mission workshops in order to adopt all the General Plan elements mandated by the State Planning Act, including a Noise Element; and WHEREAS, as a result of such review the Planning Commis- sion did on June 26, 1975 after public hearings adopt Resolution No. 1163 recommending to the City Council an amendment to the General Plan (GPA-32) adopting a noise element as part of the City of Carlsbad General Plan. Said resolution is on file in the Planning Department and is incorporated by reference herein; and WHEREAS, the Noise Element consists of an overall goal, evaluation, policies and action programs that: 1. Identify existing and potential noise problems in the City; and 2. Introduce mitigative planning measures into the development review and operational practices of the City. WHEREAS, said Amendment has met the requirements of the City of Carlsbad Environmental Protection Ordinance of 1972 by including a section on environmental impact considerations; and 1 2 3 4 5 E 7 € s 1c 11 1; 1; 0 14 2: 2: 2: 21 2! 2t 2'; 2I WHERF,AS, the City Council has held a series of duly adver- ised public hearings to consider said amendments and has received he recommendations, objections, protests and comments of all ndividuals and parties who desired to be heard; NOW, THEREFORE, BE IT RESOLVED by the City Council of the ity of Carlsbad as follows: 1. That the above recitations are true and correct. 2. That the findings of the Planning Commission as set orth in Planning Commission Resolution No. 1163 constitute the indings of the City Council. 3. That the General Plan of the City of Carlsbad is mended by the adoption of a Noise Element consisting of a text ated May 16, 1975 as revised through August 20, 1975, marked xhibit A, and a Noise Contour Map dated May 1, 1975, marked xhibit B, both in a form on file in the office of the City Clerk nd incorporated by reference herein. PASSED, APPROVED AND ADOPTED at a regular meeting of the arlsbad City Council held on the 2nd y the following vote, to wit: day of September , 1975, AYES: Councilmen Frazee, Chase, Lewis, Skotnicki and Councilwoman NOES : None.
