A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, INDICATING THE INTENT OF THE CITY OF CARLSBAD TO JOIN WITH OTHER GENERAL AND SPECIAL PURPOSE UNITS OF LOCAL GOVERNMENT IN A PLANNING PROCESS FOR A COOR- DINATED WASTE TREATMENT MANAGEMENT SYSTEM FOR THE SAN DIEGO REGION
WHEREAS, pursuant to Section 208 of the Federal Water Pollutio:
Control Act Amendments of 1972, PL 92-500 (hereinafter called "the
Act"), the Administrator of the United States Environmental Protec-
tion Agency has by regulation published guidelines for the identi-
fication of those areas which, as a result of urban-industrial
concentrations or other factors, have or are likely to have, water
quality control problems (40 OFR Part 126); and
WHEREAS, the San Diego area (hereinafter called "the Area")
satisfies the criteria contained in the Act and guidelines for
designation of the area pursuant to Section 208; and
WHEIIEAS, Section 126.10 of the guidelines requires, among
other things, that the affected general and special purpose units
of local government within the area must show their intent to join
together in a planning process which will result in a coordinated
waste treatment management system for the Area; and
WHEREAS, such planning process and waste treatment management
system is a necessary and significant measure to control present
as well as future sources of water pollution which may affect water
quality, in order to prevent, abate and solve existing and potentia:
water quality control problems;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad as follows:
1. That the City of Carlsbad recognizes that the San Diego

area has, or is likely to have, water quality control problems,
supports designation of the Area pursuant to Section 208 and the
EPA guidelines.
2. That the City of Carlsbad intends to join with other
affected general and special purpose units of local government
within the boundaries of the area in a planning process which will
result in a coordinated waste treatment management system for
the Area.
3. That, inasmuch as the Comprehensive Planning Organization
(CPO) is a single representative organization with elected official
or their designees from local governments and is capable of coor-
dinating effective areawide waste treatment management planning
for the Area, the City of Carlsbad supports the designation of
CPO as the planning agency for the Area.
4. That the City of Carlsbad reserves the right to determine
the amount of non-reimbursable staff involvement in the planning
process.
5. That the 208 waste treatment planning program should not
duplicate, or conflict with, the State Basin Plan (Sec. 303e) or
existing local wastewater facilities plans (Sec. 201).
PASSED, APPROVED AND ADOPTED at a regular meeting of the City Counc
of the City of Carlsbad held the20th day Of January , 1976, by
the following vote, to wit:
AYES: Councilmen Frazee, Chase, Lewis, Skotnicki and Councilwoman
NOES : None.
ABSENT: None
