HomeMy WebLinkAbout1976-02-17; City Council; Resolution 38551 2 3 4 5 E 1 E s 1c 11 12 1: 14 If 1t 1: 1t l! 2( 2: 21 2; 21 21 2( 2' 2r RESOLUTION NO. 3855 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, RECEIVING A REPORT ON THE INDEPENDENT MANAGEMENT OPERATION OF THE ENCINA JOINT SEWERAGE SYSTEM AND APPROVING THE RECOMMENDATIONS CONTAINED THEREIN. WHEREAS, the Joint Advisory Committee of the Encina Joint ewerage System has prepared a report dated January 27, 1976 ntitled, "JOINT ADVISORY COMMITTEE INDEPENDENT MANAGEMENT PERATIONS", a copy of which is attached hereto marked Exhibit A" and by this reference incorporated herein; and WHEREAS, said report contains recommendakions for taking ertain actions to better evaluate the existing organizational tructure, administration and operations of the Encina Joint ewerage System; and WHEREAS, said recommended actions will require the City of 'arlsbad to obligate itself to furnish financial support therefor .nd WHEREAS, the approval of said recommendations and the incur- -ence of said obligation for financial support is in the best mterests of the City of Carlsbad and the Encina Joint Sewerage ;ystem. NOW, THEREFORE, BE IT RESOLVED by the City Councj-1 of the :ity of Carlsbad as follows: 1. That the above recitations are true and correct. 2. That the report designated Exhibit "A" is hereby received and the recommendations contained therein are hereby approved, except as follows: a. The salary for the recruitment of a general manager shall be at a range to be determined by the City Council by separate Council resolution. 1 2 3 4 5 6 7 a 9 10 11 12 13 14 15 16 17 18 19 2c 21 2% 22 24 25 26 27 28 The tentative timetable which is a part of the "Independent Management Operations Report" shall not be adopted. 3. The City Council of the City of Carlsbad hereby agrees that it will contribute the financial support necessary to implement said recommendations in accordance with the provisions therefor contained in said recommendations. FRAZEE, gay- MEMORANDUM February 10, 1976 TO : CITY MANAGER FROM: PLANNING DIRECTOR RE: PROPOSED CONDITIONS FOR PHASES OF RANCHO LA CUESTA (CT 72-34) The staff has evaluated the conditions of City Council Resolution No. 3180, the resolution approving the original tentative map, and the subsequent resolution which assigned conditions to the tentative map extension, City Council Resolution No. 3783. The staff is recommend- ing that the development of Rancho La Cuesta (CT 72-34) be accomplished in six (6) phases ...p hases 1-5, residential phases ...p hase 6 identi- fied as commercial phases along the northerly boundary of the subdi- vision adjacent to the El Camino Real and Alga Road intersection. Development of the proposed subdivision will provide for approximately 408 residential units within phases 1-5. It is the staff's opinion that the circulation outlined in the proposed tentative map will pro- vide satisfactory service for up to 500 residential units; 408 resi- dential units therefore, can be adequately served as outlined with one major access to El Camino Real and Alga Road. At such time as the commercial phase develops, it will be necessary to improve the Arena1 Road extension as outlined on the tentative map. A temporary emergency access road will be provided as a condition of phase 3 from El Camino Real to residential units in phases 1, 2 and 3. An additional consideration is the open space easement proposed as part of the General Plan to link residential activities north of the Batiquitos Lagoon to recreational amenities that are proposed in the SDG&E right of ways as well as in Batiquitos Lagoon should the lagoon ever develop as a recreational park. The staff has suggested that a practical solu- tion to pedestrian access be provided in the right of way of Street and "B" Street. That provision would suggest a landscape easement be provided adjacent to the public right of way so as to give ten feet of landscaping on either side as opposed to the normal 4% feet landscaping easement. "A" All other conditions of the recommending Resolution 3783 have been ac- complished as part of the conditions in the attached draft resolution.
