SUBJECT: Procedure for posting of legal load limits on the Agua Hedionda Lagoon bridge over Carlsbad Blvd.
California Vehicle Code Sections 35751 and 35752 provide that the procedure for posting load limits on bridges is to request the State of California to conduct an engineering investigation andl following proper legal notification, to hold a public hearing when a deter- mination of load limitation appears necessary. Upon the basis of the investigation and the evidence presented at the hearing, the
State Department of Public Works determines by order, in writing, the maximum weight the bridge will sustain. The bridge would then
be posted in accordance with the results of the hearing and signs
placed on the approaches to the bridge warning of the legal weight
limitations.
Section 35754 of the Vehicle Code provides that a local agency may temporarily (for a period not to exceed 90 days) post signs at the entrances to the bridge specifying maximum weight limitations which
it believes the bridge, with safety to itself, will sustain. It is
also permittable to exceed posted weight limitations subject to the
issuance of a permit by the governing agency.
In the case of the Agua Hedionda bridge, it is staff's recommendation
that the City Council post the bridge, while at the same time initiating
the process through the State for permanent posting of weight limita- tions. This advance posting by the City would ensure public knowledge
of the intended course of action and maximize the potential for input
at the public hearing stage. It would also indicate to the State our
concern for the condition of the bridge and its subsequent replacement.
Weight limitations on existing structures enhance the probability of
. allocation of grant funds from the State Bridge Replacement Fund.
While the bridge has evidenced severe deterioration due to the effects of weather and salt water on the structure, it has not evidenced to date significant effects of overloading. The orderly establishment
of a load limit procedure and a permit procedure to allow approved
overweight vehicles to cross the structure would ensure that the City
could maintain a current level of knowledge regarding the ability to continue use of the structure until such time as a replacement would be constructed.

It is suggested that the load limits be established as follows:
a. 16 tons per vehicle
b. 24 tons per semi-trailer combination
c. 28 tons per truck and full trailer
This posting would not impact recreational use of the structure nor its use by North County Transit, Greyhound and Continental Trailways
buses, which have a maximum weight of 18% tons, would be allowed to
use the bridge upon the issuance of a permit, which would provide for
controlled use. We would also be able to control the use of the
structure by moving companies which transport oversize and overweight
structures through the city.
The recommended weight loadings are those suggested by the Bridge Department of CalTrans in a 1973 report which was subsequently rescinded. Until a detailed load limitation report is made, we would propose that those same load limitations be implemented.
