A RESOLUTION OF THE CITY COUNCIL OF THE CITY
MENT BETWEEN THE CITY OF CARLSBAD AND LAWRENCE BAGLEY FOR PREPARATION OF SPECIFIC PLAN FOR AGUA HEDIONDA LAGOON AND AUTHORIZING THE CITY MANAGER TO EXECUTE SAID AGREEMENT.
OF CARLSBAD, CALIFORNIA, APPROVING AN AGREE-
The City Council of the City of Carlsbad, California, does
hereby resolve as follows:
1. That certain agreement between the City of Carlsbad
and Lawrence Bagley for preparation of Specific Plan for Agua
Hedionda Lagoon, a copy of which is attached hereto marked
Exhibit "A: and made a part hereof, is hereby approved.
2. That the City Manager of the City of Carlsbad is
hereby authorized and directed to execute said agreement for and
on behalf of the City of Carlsbad.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
City Council of the City of Carlsbad, California, held on the
6th day of April, 1976 by the following vote, to wit:

PLANNING CONSULTANT EMPLOYMENT AGREEMENT
THIS AGREEMENT IS MADE AND ENTERED INTO BY AND BE- TWEEN THE CITY OF CARLSBAD, CALIFORNIA, A MUNICIPAL CORPORATION, HEREINAFTER CALLED, THE CITY, AND LAWRENCE BAGLEY, AN INDIVIDUAL,'.HEREINAFTER CALLED BAGLEY, BOTH OF WHOM UNDERSTAND AND AGREE AS FOLLOWS.
RECITALS
The CITY desires to employ the services of BAGLEY as a Planning Consultant to the City of Carlsbad.
SECTION 1. The CITY hereby retains and employs BAGLEY as a PLANNING CONSULTANT to perfrom the duties, set out herein. The duties of BAGLEY fall into three phases as outlined below:
Phase I. Item A. ('I) Prepare new information for EIR's of the Agua Hedionda Lagoon study areas as required.
(2) Prepare preliminary EIR's, in co- ordination with the property owners, or their representatives, of the Agua Hedionda Lagoon study area.
Item B. (1) Review existing and approved develop- ment6 in the Agua Hedionda Lagoon area.
(2) Evaluate existing and approved develop- ments 'in the Agua Hedionda Lagoon study area as to their effects on the Agua Hedionda Lagoon study area.
. Item C. Prepare a preliminary Specific Plan and alter- natives for the Agua Hedionda Lagoon study area in coordination with the CITY, the Coastal Commission and property owners objectives.
Item D. Prepare a preliminary EIR evaluation the effects of the Specific Plan and alternatives for the Agua Hedionda Lagoon study area.
Item E. (1) Determine consistency between preliminary Specific. Plan of a1 ternatives, Carlsbad General Plan and zoning ordinances as they refer to the Agua Hedionda Lagoon study area.

(2) Prepare recommendations concerning pro- cedures, methodology, policies and ordinances to ensure consistency.
Prepare a Status Report at the end of Phase I1 for submission to the Planning Commission, City Council and Coastal Commission. Said Status
Report shall include work items A through E.
Item F.
Phase 11. hearings, as necessary and required, with citizen groups, property owners, applicants and government agencies involved in the Agua Hedionda Lagoon study area. of this Phase for submission to the Planning Commission, City Council and Coastal Commission regarding proj ect, )

SECTION 2. The CITY agrees to pay BAGLEY at the rate of $12.58
