HomeMy WebLinkAbout1976-07-20; City Council; Resolution 39631 2 3 4 5 6 7 a 9 IO 11 12 0 1s 2c 21 22 22 24 2E 2E 27 2E RESOLUTION NO. 3963 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, EXPRESSING ITS CONCURRENT SUPPORT FOR THE ESTABLISH- MENT OF THE SAN DIEGO REGIONAL CRIMINAL JUSTICE PLANNING BOARD. WHEREAS, the City of Carlsbad wishes to continue the improvement of the criminal justice system for the increased ?rotection of its citizens; and WHEREAS, the Omnibus Crime Control and Safe Streets Act 3f 1968 provided a national strategy to address problems in the 2dministration of justice, and the Crime Control Act of 1973 was 2nacted by Congress to continue the efforts of this Act; and WHEREAS, the California Council on Criminal Justice, as the State agency responsible for planning for the improvement of crriminal justice throughout California has, pursuant to Penal :ode Sections 13904-5, required that a balanced planning board uith a broad community base be established and designated as the 3ntity for conducting regional criminal justice planning in the ;an Diego Region; and WHEREAS, the City of Carlsbad deems it appropriate to ?remote the increased efficiency and effectiveness of cooperative ximinal justice planning in the San Diego region by supporting the establishment of such a board; and WHEREAS, it is recognized that effective evaluation and A-95 review is necessary to the conduct of such an effective zooperative planning effort; and WHEREAS, Section 13902 of the California Penal Code provides that each county in California shall constitute a local criminal justice planning district upon execution of an arrangement accept- 1 2 3 4 5 6 7 8 9 10 11 18 19 20 21 22 23 24 25 26 27 28 I- 0 - able to the county and to at least that one-half of the cities in the county which contain at least one-half the population of the county; and that the City of Carlsbad wishes to affirm the criminal justice planning district and to support the establish- ment of an appropriate Regional Criminal Justice Planning Board, staff organization, and an effective evaluation process; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad to support as follows: 1. The establishment of a criminal justice planning district in the San Diego Region. 2. The establishment of a governing board to be called the San Diego Regional Criminal Justice Planning Board to be made up of five Mayors or Councilpersons and one Supervisor, who are the voting members and first alternate of the Executive Committee of the Comprehensive Planning Organization; one Municipal Court Judge, Superior Court Judge (Criminal), one Superior Court Judge (Juvenile) the Sheriff of San Diego County, the District Attorney of San Diego County, the San Diego City Attorney, one Police Chiefs' Associ- ation representative, the San Diego City Police Chief, the Chief Probation Officer of San Diego County, one County Bar Association representative, one City Managers' Association representative, the Assistant Chief Administrative Officer for the Fiscal and Justice Agency of the County of San Diego, and five community representatives; totaling 23 members, a majority of whom are elected officials. 3. The further integration of criminal justice and other planning efforts by placing the staff of the Criminal Justice Planning Board within the administrative structure of the 2. ne Integrated Planning Office of the County of San Diego. 4. The assignment of evaluation of criminal justice projects funded by the Board to the areawide A-95 reviewing agency, the Comprehensive Planning Organization.
