RESOLUTION NO. 5271
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALI FORN I A, APPROV I NG THE "SAN D I EGO
REGIONAL SOLID WASTE MANAGEMENT PLAN (1976-2000)''
WHEREAS, the Nejedly-Z'berg-Dilis Solid Waste Management and Resource
Recovery Act of 1972, hereinafter referred to as the "Act," requires each
county, in cooperation with affected local jurisdictions, to prepare a
comprehensive, coordinated solid waste management plan; and
WHEREAS, said Act also requires that such plan shall be consistent with
state policy and any appropriate regional or sub-regional solid waste manage-
ment plan; and
WHEREAS, said Act also requires that the solid waste management plan
shall be subject to the approval by a majority of the cities within the
county which contain a majority of the population of the incorporated area
of the county; and
WHEREAS, the County of San Diego has prepared the
Solid Waste Management Plan (1976-2000)'' in conformance
submi ting said plan to the City Council of the City of
NOW, THEREFORE, BE IT RESOLVED by the City Counci
Carlsbad as follows:

I. That the above recitations are true and correct.
2. That the "San Diego Regional Solid Waste Management Plan (1976-20001"
is hereby approved.
3. That the objectives set forth in the plan; the method and organiza-
tion for implementation of the programs contained in the plan; the general pro-
cedure for financing the recommended solid waste management program; and the
general role identified in the plan for the City (to be clarified at a later
date by specific agreements) in implementing this cooperative effort for man-
agement of solid waste in an economical and environmentally acceptable manner

are hereby approved.
PASSED, APPROVED AND ADOPTED at a regular meeting of the City Council of
the City of Carlsbad, California, held the 6th day of December Y
1977, by the following vote, to wit:
AYES : Counci lmen Frazee, Lewis, Packard and Councilwoman Casler
NOES : None
ABSENT : Councilman Skotni ck
