RESOLUTION NO. 5394
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBIiD, CALIFORNIA OPPOSING SENATE BILL
1746.
WHEREAS, the cities of San Diego County, as well as the
County of San Diego, have cooperatively joined together to create
the Comprehensive Planning Organization to perform various regional
planning and review functions; and
WHEREAS, the County of San Diego and all cities in the county
cooperatively participate in the formulation of policy and review
of issues of :regional significance; and
WHEREAS, Senate Bill 1746 would designate the County of San
Diego as the sole and exclusive agency to perform regional or
areawide review or planning required by various federal and state
statutes: and
WHEREAS, Senate Bill 1746 would reduce the present cooperative
decision making role of cities in the regional planning and review
to advisory role;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Carlsbad, California as follows:
1. That the City Council is opposed to SB 1746.
2. That all cities must continue to have a decision making
role in regional planning and review.
3. That the Legislature is hereby urged to vote against
SB 1746.

the City Council of the City of Carlsbad, California held on
the 18th day of Apri 1 , 1978, by the following
vote, to wit:
AYES : Councilmen Packard, Skotnicki, Anear and Councilwoman Casler
NOES: None
ABSENT : None
