RESOLUTION NO. 5458
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, ADOPTING
THE PRELIMINARY OPERATING BUDGET FOR
FISCAL YEAR 1978-79 AND ESTABLISHING CONTROLS ON APPROPRIATIONS FOR CAPITAL OUTLAY ITEMS, EXCEPT LIBRARY BONDS.
WHEREAS, it is necessary that the City of Carlsbad have a
fiscal plan of operation for the year 1978-79; and
WHEREAS, the City Council has a proposed budget under
consideration but has not yet adopted a final budget for the
Fiscal Year 1978-79;
NOX, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad as follows:
1. That the above recitations are true and correct.
2. That the preliminary budget for Fiscal Year 1978-79
is adopted as the interim budget and the amount designated
Department Total for each department and each fund in said budget
is hereby appropriated to said department or fund subject to the
controls herein.
3. That appropriations for each new employee and each
capital outlay item, except library books, included in the said
budget shall not be effective unless expressly authorized by the
City Council.
4. That upon the enactment of a resolution adopting the
final operating budget for Fiscal Year 1978-79, this resolution
shall be null and void and of no further force and effect.

Carlsbad City Council held on the 20th da-y of June , 1978,
by the following vote to wit:
