OFA TEN DOLLAR ($10.00) CHARGE FOR ANY CHECK
RETURNED FOR ANY REASON.

That the City of Carlsbad shall collect a ten dollar ($10.00)
charge for any check returned for any reason, and that this
charge may be added to and become part of any underlying
obligation other than any obligation which constitutes a lien
