HomeMy WebLinkAbout1979-02-06; City Council; Resolution 56681 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 5668 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, STRATEGY COMMITMENTS TO IMPLEMENT TRANSPORTATION CONTROL MEASURES WHEREAS, all local jurisdict ons within the San Diego Region reviewed the proposed Revised Regional Air Qual ty Strategy (RAQS) in September and October, 1978; and CALIFORNIA, ADOPTING THE REVISED REGIONAL AIR QUALITY WHEREAS, the Comprehens i ve PI ann i ng Organ i zat lution Control Board (APCB - County Board of Superv RAQS in October, 1978, and Board as the San Diego reg air quality; and WHEREAS, County of San D Board, Commuter commit to the actions requ as specified in Attachment WHEREAS, the Clean A expeditious implementation approved it for subm on's portions of the tta Sta on (CPO) and the Air Pol- sors) adopted the Revised to the State Air Resources e Implementation Plan for he CPO has recommended that the cities of the San Diego region, ego, transit operators, the Metropolitan Transit Development Computer, CALTRANS, and the California Transportation Commissior red to implement the transportation control measures A; and r Act Amendments of 1977 require development and of all reasonably available transportation control measures by jurisdictions with the appropriate authority; and WHEREAS, the Revised RAQS contains reasonab I y avai I ab I e transportation control measures to be implemented beginning in 1978, and provides for the analyses and possible demonstration by CPO of other back-up transportation mea- sures; and WHEREAS, the Revised RAQS contains fixed and mobile source technical con- trols, as well as transportation controls, that will allow the region to achieve healthy air quality and avoid Federal sanctions with the least cost and disrup- tion to the economy and standard of living of the region; and WHEREAS, the City of Carlsbad adopted Resolution No. 3915 on June I, 1976 1 2 3 4 5 6 7 8 9 10 11 12 13 3.4 15 16 17 18 19 20 21 22 23 24 25 26 27 28 the implementation program for the transportation measures contained in the original RAQS adopted in 1976, which form the basis for the commitments in Attachment A; and WHEREAS, the City of Carlsbad held a public hearing on April 18, 1978 and adopted Resolution No. 5372 for the commitments to implement air quality trans- portation control measures; NOW,THEREFORE, BE IT RESOLVED that the City of Carlsbad adopts the commit- ments to implement the Revised RAQS transportation control measures as sched- uled and delineated in Attachment A; and BE IT FURTHER RESOLVED that the City of Carlsbad adopts the resource commitments of staff time and funding as delineated in Attachment B to carry out the implementation of the transportation control measures. LOCAL JURISDICTIONS IMPLEMENT AT TON SCHEDULE - Tactic T-2 Expanded Ridesharing 1. Adopt a ridesharing program for jurisdiction July, 1979 employees. The program should include actions which are appropriate for each jurisdiction from the following list: a, Designate a ridesharing coordinator, b. c. Actively promote ridesharing among employees. Consider adoption of an ordinance proposed by CPO to require that employers establish a ridesharing program and provide incentives for their employees to rideshare. (April-July 1979) Tactic T -5 Expanded Transit 1. Work with transit operators to identify areas of on- street parking and traffic congestion which adversely affect transit operations and bicycle use. 2. Where warranted, eliminate on-street parking in area where it is agreed to be detrimental to transit and - bicycling.
