MEMBERSHIP IN THE SANTA MARGARITA- WHEREAS, the City Council of the City of Carlsbad has determined it is necessary and in the public interest to enter into a Joint Exercise of Powers Agreement as a member of the Santa Margarita-San Luis Rey Watershec Planning Agency; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California as follows: 1.
