HomeMy WebLinkAbout1979-09-18; City Council; Resolution 5880r' 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 ia 19 20 21 22 22 24 25 26 27 28 RESOLUTION NO. 5880 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPOINTING A CITIZENS' COMMITTEE FOR DEVELOPING A PUBLIC FACILITIES FEE The City Council of the City of Carlsbad resolves that the lassage of Proposition 13 has had a significant impact on City in- :ome; and This impact to the general fund has seriously reduced the :apability of the City to provide public facilities concurrent with ieed for new residents of the City; and further The City Council desires that a Citizens' Committee review tht staff analysis for the establishment of a public facilities fee wit1 Eocus of their review on the following key issues: 1. The period over which the public facility needs should be xoj ected. 2. Should the basis for the fee include consideration for larks and arterial streets. 3. Should the revenue required to construct public facilitie: :oncurrent with need be fully funded by the fee collected at the Iime of building permit issuance, or funded in part from revenues Erom other sources. 4. Should the Public Facilities Fee be placed before the Joters again. THEREFORE, the City Council appoints the following Citizens: RICHARD CHICK EDWIN s. SCHICK, JR. BOB SNYDER EAECMACYIWELJ, H.B. PASSED, APPROVED, AND ADOPTED at a regular meeting of the City Council of the City of Carlsbad, California, held the 18th day of September , 1979, by the following vote, to wit: AYES : Councilmen Skotnicki, Anear, Lewis and NOES : None Councilwoman Casler ABSENT: Councilman Packard ANTHONVJ.
