HomeMy WebLinkAbout1980-03-18; City Council; Resolution 61081 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 2: 24 25 26 27 2E RESOLUTION NO. 6108 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING THE CLASSIFICATION AND SALARY PLAN OF THE CITY TO INCLUDE THE CLASSIFICATIONS OF UTILITY SYSTEMS OPERATOR 11 AND 111. WHEREAS, the City Manager recommends and the City Council zoncurs, that the classifications of UTILITY SYSTEMS OPERATOR I1 2nd UTILITIES SYSTEMS OPERATOR 111 should be included in the zity's Classification and Salary Plan; NOW, THEREFORE, BE IT RESOLVED by the City Council of the 3ity of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Council authorizes and directs the City Manager to add the classification of UTILITY SYSTEMS OPERATOR I1 and UTILITY SYSTEMS OPERATOR I11 as described in Attachment A, attached hereto and made a part thereof; 3. That the City Council authorizes and directs the City Manager to add the titles of UTILITY SYSTEMS OPERATOR I1 and UTILITY SYSTEMS OPERATOR 111 to the appropriate city Salary Plan as shown on Attachment B, attached hereto and made a part thereos. PASSED, APPROVED, AND ADOPTED at a regular meeting of the Carlsbad City Council held on the 18th_ day of March , 1980, by the following vote to wit: AYES: Councilmen Packard, Skotnicki, Anear, Lewis and Councilwoman Cas1 er NOES: None ABSENT: None ATTEST: (SEAL) 0 ATTACHMENT A UTILITY SYSTEMS OPERATOR I1 UTILITY SYSTEMS OPERATOR I11 DEFINITION Under general supervision, to perform semi-ski ed anc skilled duties involved in the operation and maintenance of the city water distribution system or the city sanitary sewers and to do related work as required. DISTINGUISHING CHARACTERISTICS Utility Systems Operator 11: for water and sewer utility employees who have maintenance and construction experience. work under supervision performing a variety of semi-skilled and manual work. As assigned responsibility and breadth of knowledge increase through successful job performance, skill development, and experience, incumbents may reasonably expect their positions to be reassigned to the next higher class of Utility Systems Operator In. This is the entrance level class Employees in this class normally Utility Systems Operator 111: normally filled by advancement from the Utility Systems Operator I1 position, or when filled from the outside require prior water or sewer maintenance experience. A Utility Systems Operator I11 works under general supervision and is expected to perform duties and work productively with a minimum of, or in the absence of supervision. Adequate performance at this level requires the ability to work independently exercising judgement and initiative. Utility Systems Operator I11 may also be expected to assist in the supervision and training of less experienced personnel. Positions in this class are EXAMPLES OF DUTIES Perform chemical tests on water at various steps in distribution process. pumping and lift station equipment such as pumps, valves, electric motors and filters. Operate and check performance of water and sewer Oil and grease equipment. Check fuses, read meters and gauges, maintain operating logs. Check gate operations. Clean and lubricate pumps, grates, and valves, Perform minor repairs on pumps and valves. Assist with the removal and replacement of pumps and valves, 2 QUALIFICATIONS Knowledae of: Basic methods, Utility Systems Operator I1 tools, materials, and equipment used in main- tenance and operation of water distribution and sewer collection facilities. Safe work practices. Ability to: Use tools, materials, and equipment used in a water distribution system. Perform heavy manual labor. Understand and carry out oral and written directions. Establish and maintain cooperative relationships with those connected in the course of work. Education and Experience Any combination equivalent to the education and experience that could likely provide the required knowledge and abilities would be qualifying. A typical way to acquire the knowledge and abilities would be: Experience One year of work experience involving water quality testing and water and sewer equipment operation. Education Specialized training in the operation and maintenance of water and sewer pumping facilities. Necessary Special Reauirement Possession of a valid California driver's license. Possess within one year of employment as a Utilities Systems Operator I1 a Grade I Water Treatment Operator Certificate issued by the State of California. Utility Systems Operator 111 Knowledge of: Operation , care, and routine maintenance of mechanical equipment. a 3 Tools and equipment used in the operation and maintenance of motors, pumps, valves, and other equipment associated with water distribution and sewer collection facilities. Effective water quality control practices and procedures involv- ing chemical testing and equipment maintenance. Use, purpose, and maintenance of hand tools. Safe work practices and procedures. Ability to: Perform maintenance operations on equipment used in water, valve, and sewer pumping operations. Assist in making minor repairs and adjustments to water, valve, and sewer pumping equipment. Perform a variety of skilled and semi-skilled tasks and general construction and maintenance activities. Determine repair requirements and make repairs to water, valve, and sewer pumping equipment. Perform heavy manual labor. Follow oral and written instructions. Keep records and make reports. Establish and maintain cooperative relationships with those contacted in the course of work.
