RESOLUTION NO. 6268
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA URGING THE STATE
WATER RESOURCE CONTROL BOARD TO RESTORE
GRANT FUNDING TO THE ENCINA JOINT POWERS
AGENCY.
WHEREAS, the Encina Regional Sewage Treatment Plant is
Located within the city limits of Carlsbad; and
WHEREAS, the City of Carlsbad along with the other five
igencies making up the Encina Joint Powers Agency has been
qorking for several years to upgrade and improve the sewage
xeatment plant to meet federal and state environmental standards;
ind
WHEREAS, the odor and other environmental problems associated
sith the sewage plant have been a serious and long standing
xoblem for the people of Carlsbad; and
WHEREAS, a major part of the upgrading program has been
funded and is under construction; and
WHEREAS, funding of the remaining project has been deferred
~y the State Board; and
WHEREAS, any further delay of this project will cause
increased costs, waste and continued environmental concerns for
:he people of Carlsbad;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
'ity of Carlsbad, as follows:
1. That the above recitations are true and correct.
2. The State Water Resources Control Board be and is hereby
irged to restore funding for the remaining portions of the Encina
Joint Powers Agency Sewage Treatment Plant.
