WHEREAS, t'e City Manager recommends and the City Council r concurs, that the classification of Park Planner should be include( in the city's Classification and Salary Plan. I NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That tqe City Council authorizes and directs the City Manager to add The classification of Park Planner as described in Attachment AJ attached hereto and made a part thereof. 1 3. CkSLER, Vice-Mayor I ATTEST: ( SEAL) : I ~ PARK PLANNER TACHMENT A esolution No. 6398 DEFINITION I Under general direction, to perform park development planning and landscape architectural work; to prepare plans and designs; to super- vise landscape construc&.on; and to do related work as required. EXAMPLES OF DUTIES I Review and develop park Ilandscape, grading, and slope plans. Develop street tree, equestrian trail, and slope planting standards and insure compliance wlth established city requirements. Update street tree master plan list. Coordinate with the Engdneering Department the inspection of all contracted projects which include parks and recreation matters. Prepare plans and related cost estimates for landscaping and park improvements. Conduct final inspectiois on park landscaping, irrigation systems, and street medians. Coordinate the revision of the Parks and Recreation Element to the qeneral Elan. Calculate, update and revise park in lieu fees, standards, and formulations. Assemble and make presentations of maps and diagrams for public display, commission, and City Council meetings. Monitor contractors ' progress during construction of parks and recrea- tion facilities. Participate on city codittees and advisory groups. Prepare documents such a's General Plan conformance statements, maps, and illustrations that aiccompany park project' recommendations. Review and inspect all landscape and irrigation plans for development within the city and insulre that projects are completed to city standards. Consult with city departments, contract architects, and engineers to integrate present plans with long-range plans. Provide input and cooperlate in the writing and maintenance of the Parks and Recreation Mastier Plan Component. Maintain records of landscape plans submitted by developers and prepare reports for Parks and Recreakion Commission and City Manager, J PARK PLANNER cont. I QUALIFICATIONS Knowledae of: Principles and practices of park planning, acquisition, design, and development. Application of plants, natural features, and artifacts in a variety of landscaping situations. Park irrigation systems. Relationships among federal, state, and local planning programs. Ability to: Prepare sketches, plans, and cost estimates of landscaping and related ground improvements. Collect, analyze, and interpret data pertaining to park develop- ment and maintenance. Communicate clearly and concisely, orally, and in writing. Establish and maintain cooperative relationships with city officials and employees, the general public, and representatives of other agencies. Experience and Education Any combination equivalent to experience and education that could likely provide the required knowledge and abilities that would be qualifying. abilities would be: A typical way to obtain the knowledge and Experience: Two years professional or paraprofessional park development planning or landscape architecture, or related planning experience. Education: I Equivalent to a bachelors degree from an accredited college or university with major work in park management, landscape architecture, ,urban planning, public administration or a related field.
