WHEREAS, the City Manager recommends and the City Council soncurs, that the classifications of Building Inspector I, Building nspector 11, and Building Inspector I11 should be included in the ity's Classification and Salary Plan. NOW, THEREFORE, BE IT RESOLVED by the City Council of the ity of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Council authorizes and directs the City anager to add the classification of Building Inspector I, uilding Inspector 11, and Building Inspector I11 as described n Attachment A, attached hereto and made a part thereof. 3. That the City Council authorizes and directs the City anager to add the titles of Building Inspector I, Building nspector 11, and Building Inspector I11 to the appropriate city alary Plan as shown on Attachment B, attached hereto and made a art thereof. 4. That the current incumbents of the position of Building nspectors are hereby reclassified as Building Inspector 11. 5. PACKARD, Mayor iTTEST :SEAL) - Resolution No. 6411 BUILDING INSPECTOR I BUILDING INSPECTOR I1 DEFINITION Under general direction, to inspect buildings and structures at various stages of construction, alteration and repair; to assist in the review of building plans and specifications; to enforce building, plumbing, electrical, and zoning codes and laws; and to do related work as assigned. DISTINGUISHING CHAMCTERISTICS Building Inspector I: Building Inspector I is the entry level class in the Building Inspection series for which prior building inspection work experience is not required. Incumbents in this class are expected to learn the office and field operations of the department, under the supervision of Building Inspector II's, eventually qualifying for advancement to Building Inspector 11. Incumbents may need to take related college courses on their own time. Building Inspector 11: Positions in this class are normally filled by advancement from the lower grade of Building Inspector I, or, when filled from the outside, require prior building inspection experience. Work in this class is distinguished from that of Building Inspector I by the greater complexity of the work assignments; greater independence with which an incumbent is expected to work; and the broader level of knowledge of code requirements and city policies and procedures which a Building Inspector I1 is expected to utilize. EXAMPLES OF DUTIES Make field inspections of industrial, commercia1,and residential buildings during various stages of construction and remodeling. Issue permits for work to be performed. Inspect foundation, cement, framing, plastering, plumbing, heating, and electrical installations. Assist in the checking of building plans. Check stud, joist, rafter spacing and other structural member factors. Examine grade, quality and treatment of lumber, cement, lath, wire, and composition. Assure proper cleanup and installation of stepst landings, rails, and other safety factors. Make field review of plans and specifications. Perform office plan check of residential structures. Building Inspector I Building Inspector I1 (cont.) Ascertain conformance with Uniform Building Code and pertinent provisions of state and county health ordinances. Confer with architects, contractors, builders and the general public in the field and office, Explain and interpret requirements and restrictions, Keep records and prepare reports. Coordinate plan review with other city departments and divisions, and with outside agencies. OUALIFICATIONS Building Inspector I Knowledae of: Building tools and materials, accepted safety standards, and methods of building construction. Possible defects and faults in construction. Ability to: Read and interpret building plans, specifications, and building codes. Maintain cooperative working relations with builders, contractors, and the general public. Make arithmetical calculations rapidly and accurately. Learn proper methods of building construction and inspection. Building Inspector I1 In addition to the qualifications for Building Inspector I: Knowledae of: Building and related codes and ordinances enforceable by the city, specifically Uniform Building Codes, zoning ordinances, and state and county health codes. Principles and techniques of building inspection work. Abilitv to: Apply technical knowledge and follow proper inspection techniques to examine workmanship and materials, and detects deviations from plans, regulations, and standard construction practices. Advise on standard construction methods and requirements. Building Inspector I Building Inspector I1 (cont. Enforce necessary regulations with firmness and tact. Experience and Education: Building Inspector I: and education that could likely provide the required knowledge and abilities would be qualifying, and abilities would be equivalent to graduation from high school supplemented by college level courses in engineering, architecture, or construction inspection. Building Inspector 11: Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. and abilities would be: Any combination equivalent to the experience A typical way to obtain the knowledge A typical way to obtain the knowledge Experience Three years of responsible journey experience in a variety of building construction work or related inspection work. Education Equivalent to completion of the twelfth grade. Necessary Special Requirement - Building Inspector I and 11: Possession of a valid Class I11 California driver's license. BUILDING INSPECTOR I11 DEFINITION Under general direction, to supervise building inspectors, perform difficult or problem building inspections. governing structural, housing, electrical, and plumbing construction; review plans and issue building permits; and to do related work as required. Enforce regulations DISTINGUISHING CHARACTERISTICS Positions in this class receive direction from the Building Official and are responsible for the direct supervision of building inspectors. EXAMPLES OF DUTIES Assign and supervise the work of building inspectors. Coordinate and participate in plan checking work; to receive, check, and approve or disapprove plans submitted. Perform field inspections on complex industrial, commercial, and residential structures. Explain and interpret requirements and restrictions. Confer with engineers, architects, contractors, homeowners, and others, concerning building problems or requirements. Provide technical assistance to Building inspectors. Coordinate inspection activities with other departments and agencies. Interpret building, plumbing, electrical, and mechanical codes and develop procedures for enforcement. Review new materials and methods of construction for compliance with existing codes. Keep inspection records and prepare departmental reports. Ascertain conformance with adopted codes and ordinances. May serve as Acting Building Official as assigned. QUALIFICATIONS Knowledge of: Building tools and materials, accepted safety standards, and methods of building construction.
