HomeMy WebLinkAbout1981-02-03; City Council; Resolution 6436P 3t 1 2 3 4 E % E 7 E 5 1( 1: 1: 1: 11 l! 11 1' 1 1 2 2 2 2 2 2 2 2 2 RESOLUTION NO. 6436 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING THE CLASSIFICATION AND SALARY PLAN OF THE CITY TO ELIMINATE THE CLASSIFICATION OF LICENSE SUPERVISOR AND REPLACE THE CLASSIFICATION OF CENTRAL SERVICES DIRECTOR. IT WITH WHEREAS, the City Manager recommends and the City Council :oncurs, that the classification of Central Services Director ;hould be included in the city's Classification and Salary Plan. NOW, THEREFORE, BE IT RESOLVED by the City Council of the :ity of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Council authorizes and directs the City llanager to delete the title License Supervisor and to add the Zlassification of Central Services Director as described in qttachment A, attached hereto and made a part thereof. 3. That the City Council authorizes and directs the City Manager to add the title of Central Services Director to the appropriate city Salary Plan as shown on Attachment B, attached hereto and made a part thereof. PASSED, APPROVED, AND ADOPTED at a regular meeting of the Carlsbad City Council held on the 3rd day of February , 1981, by the following vote, to wit: AYES : Council Members Packard, Casler, Lewis;and Kulchin NOES : None ABSENT: Council Member Anear RONALD C. PACKARD, Mayor ATTEST: A- (SEAL) c ‘r, CENTRAL SERVICES DIRECTOR 0 DEFINITION Under the administrative direction of the City Manager, to plan, direct, supervise and coordinate the Records Management, Word Processing, and Central Filing Programs of the City; to provide administrative and clerical support to the City Clerk; to coordinate and manage data processing programs; to provide professional and technical assistance to all operating departments; to supervise the provision of clerical assistance to operating departments; and to do related work as assigned. EXAMPLES OF DUTIES Research, develop, evaluate and maintain necessary department schedules, procedures, and policies. Direct and participate in the maintenance, review and operation of the Records Management Program. Direct the scheduling and operation of information processing equipment to provide assistance to operating departments. Formulate departmental rules and procedures and direct their implemen- tation. Prepare and administer the budget for the department. Respond to information requests from the public, City departments, and Council. Select, supervise, train, and evaluate assigned staff. Direct and participate in the provision of support services to the City Clerk. Supervise the maintenance, operation and scheduling of the duplicating center. Direct and supervise the operation of the reception area. QUALIFICATIONS Knowledge of . . . . Principles of organization, administration, budget and personnel management. Research methodology, report preparation and statistical analysis. Applicable federal, state and local laws relating to record retention. Varied filing systems and word processing procedures. Develop, coordinate, and supervise a comprehensive Word Processing Program. Communicate clearly, concisely, orally and in writing. Supervise, train, and evaluate assigned staff. Work cooperatively with others contacted in the course of work. EXPERIENCE AND EDUCATION Any combination of experience and education which would provide the required knowledge and abilities. A typical way to obtain the know- ledge and abilities would be: Three years of work experience involving municipal records and related activities, including supervisory experience, preferably supplemented by a bachelor's degree from an accredited college or university with major work in public or business administration.
